Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the FAR, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. NO OTHER DOCUMENTS WILL BE ISSUED. This solicitation is issued as Request for Quotation (RFQ) 40804c-2PZ40024. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular (FAC) 2001-06, dated March 20, 2002. This solicitation will be issued as a 100% total set aside for small business firms. The Standard Industrial Code is 3582. The North American Industry Classification Systems (NAICS) code is 333312. Items to be purchased: 3 Commercial Steam Dryers, 150 lb. capacity extruded basket. Control system - programmable microprocessor. Reversing Drum. Reversing Drum 208/60/3. The contractor shall supply the Bureau of Prisons with shop drawings of the dryer to be installed. The contractor shall provide a factory representative to inspect the dryer installation prior to startup to ensure that equipment is properly installed. The requirement is a firm-fixed price contract. The Government may award the contract without discussions,, therefore, offerors are instructed to submit their best offer initially. FAR provision 52.212-1, Instructions to Offerors- Commercial Items applies with addendum to paragraph (b)(5): Offers shall provide an express warranty which at a minimum shall be the same warranty terms, including offers of extended warranties, offered to the general public. Expressed warranties shall be included in the contract. Offerors are required to complete and include a copy of the following FAR provisions with their proposals: 52.212-3 Offerors Representations and Certifications- Commercial Items; 52-212-4, Contract Terms and Conditions - Commercial Items with addendum FAR clauses 52.211-6, Brand Name or Equal; 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items incorporating clauses 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52.222-36, Affirmative Action for Workers With Disabilities; 52.232-33, Mandatory Information for Electronic Funds Transfer Payment applies to this solicitation. Commercial Items incorporating FAR clause 52.203-3, Gratuities; 52.225.12, Buy American Act. The Government intends to make a single award to the responsible Offeror whose offer is the most advantageous to the Government considering price and price related factors. The Government intends to award the contract to the eligible, low-priced, responsible offeror. Award will be made to the offeror that meets the solicitation's minimum criteria for technical acceptability at the lowest price. To be determined technically acceptable the offeror must furnish product literature that demonstrates the products offered meet all requirements stated in the above purchase descriptions. All responsible offerors are to submit current pricing, delivery time, payment terms, Dunn and Bradstreet number, Tax Identification Number and all applicable specifications regarding this solicitation.Offers will NOT be accepted by fax. Offers must be received in Contracting Office no later than 2:00pm, Central Time, 5 June 02. Envelopes must be clearly marked with solicitation number. THIS IS NOT A SEALED BID. Late offers will be rejected, unopened.
