- s intent is notify potential contractors of the upcoming PMEL Source Selection. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the government. At this time, this acquisition has been designated a Small Business Set-Aside, only companies meeting the requirements of the acquisition are allowed to participate. At this time, it is the Government's intent to award a two-year basic contract with eight one-year option periods. Upon contract award, the successful contractor shall provide the necessary personnel, equipment, tools, materials, supervision, and other items/services necessary to perform calibration, maintenance, and repair of Precision Measurement Equipment Laboratory (PMEL) services. The successful offeror will be selected based on a Best Value Decision, utilizing Air Force Median Source Selection procedures. The contract will be awarded approximately 30 Aug 2002. An industry day will be held on December 18, 2001, location and time will be posted to the aforementioned website. Attendees must contact the Contracting Officer, no later than 1200 hours 17 December 2001. An ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The ombudsman does not participate in the evaluation of proposals or in the source selection process.
