Description
Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA intends to negotiate and award on an other-than-competitive basis a fixed price IDIQ contract with Conax-Florida, St Petersburg, FL. The resulting contract is for Universal Water Activated Release Systems (UWARS) Explosive Actuator Kit (PN 1914-025-01) and FLU-107P Zero Leak Inflation Assemblies (PN 1812-161-01). Both the UWARS and FLU-10/P's have been qualified by the NAWCWD Thin-Pack Project Office for incorporation into the E-2C Thin-Pack Parachute Survival Ensemble (PSE) which is an improved parachute/survival system for E-2C aircrew members replacing current aging parachute system. Conax Florida developed the UWARS and FLU-10/P's and retains proprietary rights to both. The components when delivered will be provided as GFM by the Navy to Safety Equipment International (SEI) located in Asheville, NC who is the sole source manufacturer of the Thin-Pack E-2C PSE and its subassemblies. NAWCWD is providing these items to SEI as GFM to meet production obligations. Maximum number of 700 UWARS and 700 FLU-10/P's orderable under the resulting contract. The Government does not guarantee maximum quantities. Term of contract: three years. FOB Destination prices. Delivery requirements: 240-270 days from date of order. Early deliveries are acceptable. Estimated date of solicitation: May 23, 2002. Estimated closing date: June 25, 2002. Estimated award date: July 15, 2002. Quantities will be ordered and funded under delivery orders issued under this contract. The Solicitation will be posted at https://contracts.nawcwd.navy.mil/. All responsible sources may submit a bid, proposal or quotation that shall be considered by the agency. Questions must be in writing and forwarded via fax or email to the Contract Specialist at the address shown above. This Solicitation replaces NAWCWD requirement N68936-00-R-0097 posted in FBO on November 20, 2001. See notes 22 and 26.
