Description
The Office of the Chief Financial Officer, Department of Housing and Urban Development (HUD), has a requirement for technical support services, in Washington DC, to support HUD's Federal Financial System (FFS). HUD's core FFS system is comprised of American Management Systems (AMS) proprietary FFS software. It is anticipated that the performance period will comprise a seven (7) month period. The technical support services being sought include: analysis, design, software development, testing, documentation, and configuration management related to HUD's customized version of FFS. HUD's implementation of FFS also uses a graphical user interface to the FFS core software in a client-server environment. The contractor shall: analyze client FFS applications, troubleshoot and provide recommendations for improving automated FFS processes and core routines; perform corrective, adaptive and corrective maintenance; provide secondary cycle support; develop design documents and custom FFS programs to support user requirements; provide ongoing FFS custom software maintenance and develop formal software release notes; conduct unit and system testing for all custom FFS software releases for quality assurance; integrate FFS baseline upgrades into the HUD environment, and provide support for FFS off-line batch processing. To accomplish these services, contractor must have COBOL programming experience and specialized experience in FFS, client-server graphical interface, VSAM, and DB2. It is HUD's belief that only American Management Systems has the qualifications to satisfy this unique requirement. However, interested sources may respond within 45 days of this notice by providing a statement of their capabilities and supporting documentation that may assist in evaluating responses. Currently a solicitation is not available; however, if and when one is issued, this will be the only notice. Responses should include business size.
