Description
The Department of Housing and Urban Development's Office of Public and Indian Housing (PIH) and the Office Of Housing (Housing) are seeking services in the areas of training and technical assistance for the Rental Housing Integrity Improvement Project (RHIIP). The RHIIP initiative is a Secretarial priority initiative to address the high risk status and material management control weaknesses associated with HUD's $18 billion per year rental housing assistance programs. Those programs include, such areas as, low-income public housing, Housing Choice Vouchers, Section 8 project-based assistance, and HUD insured multifamily programs. The Office of Public Housing and Indian Housing (PIH) and the Office of Housing (Housing) have joint lead responsibility for the planning and implementation of effective corrective actions to mitigate risks and strengthen management controls under the RHIIP initiative for their respective programs. This particular requirement is focused on the need to develop a cadre of skilled HUD staff, PHAs owners/agents and contract administrators through the areas of training and technical assistance. Under this solicitation, there are three modules of work. Module I - The contractor will be required to design and deliver curriculum/materials for advanced classroom training primarily for HUD Field Office employees. The training will be focused on occupancy with emphasis on income and rent. The contractor will deliver one classroom training session that will encompass a 4 and 1/2 day period. The contractor will be required to conduct monthly conference calls with the appropriate Field staff on selected topics that will reinforce the training. Module I includes all necessary conference and logistical support required to support the classroom training during Module I. The period of performance for Module I is nine months. Module II - The contractor will be required to design training materials and deliver six (6) 3 to 4 and 1/2 day RHIIP Regional Workshops for PHAs, owners, Agents and contract administrators with emphasis on income and rent calculation in HUD-assisted programs. Module II will contain an option for conference and logistical support necessary for each of the six (6) Regional Workshops. The period of performance for Module II is nine (9) months, including the option for conference support. Module III - The contractor will provide overall technical and program support for RHIIP initiatives (e.g., analyses of the results of training during Modules I and II, provide technical assistance, set up six (6) Stakeholder meetings, etc.). The contractor will be required to develop RHIIP promotional materials and develop responses to RHIIP Frequently Asked Questions for posting on the RHIIP Web site. The period of performance for Module III is two (2) years. Offerors may submit proposals for one or more of the modules. HUD reserves the right to make a single award for each module or award a combination of one or more modules in a single contract. The solicitation will be released on or about May 24, 2002. The solicitation, encompassing all modules, is a 100% Small Business Set-Aside. The applicable NAICS Code is 541990 - All Other Professional, Scientific, and Technical Serivces and the size standard is $6.0 million.
