Description
This is a combined synopsis/solicitation for commercial terms prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Proposals are being requested and a written solicitation will not be issued. The solicitation number DAHA05-02-T-5002, is issued as a Request for Quotation (RFQ), under simplified acquisition procedures for 100% small business set aside. The Standard Industrial Code (SIC) is:3449 and the North American Industry Classification System (NAICS)is: 332323, with a size standard of 750 employees. This requirement is for a firm fixed price contract. The solicitation is to design and build (1) SET: Work Platform for an F-16 Military Fighter Aircraft. This requirement will consist of providing stands for the right and left side of the aircraft. Each side will be a two-piece platform configuration. The stands will contour the aircraft allowing maintenance personnel to work around it. Conceptual drawings will be included with all proposals. Multiple proposals from contractors will be accepted. The Colorado Air National Guard shall have exclusive rights of the final approved drawings as a condition of award. Anticipated award date will be made on or before 30 June 2002. A site visit will be conducted on 29 May 2002, at 10:00am. The site visit will be located 18841 E. Crested Butte Ave., Buckley AFB, CO. Interested parties will notify the Contracting Office of their intent to show up for the site visit at least two days prior from the scheduled date. This Combined Synopsis/Solicitation incorporates provisions and clauses that are in effect through the Federal Acquisition Circular (FAC) 01-07 and Defense Acquisition Circular (DCN 20020314). The closing date will be 14 June 2002 by COB (4:00pm Mountain Time Zone). Delivery is FOB Destination. Contractor will be required to get approval of drawings at the 35%, 75%, and 100% completion phase prior to manufacturing. Drawings should be completed within one month after receipt of order (ARO). Desired delivery time after final approval of drawings is 45 days and required delivery time is 60 days. Specify delivery time after receipt of award. The following FAR and DFARS clauses apply to this acquisition: FAR 52.212-1, Instructions to Offerors - Commercial Items; 52.212-2, Evaluation - Commercial Items. The Government will award a contract resulting from this combined synopsis/solicitation to the responsible Offeror whose quotes conforming to this synopsis/solicitation will be most advantageous to the Government, price and other factors considered. The following FACTORS in the order of their importance shall be used to evaluate offers: (1)Technical and Design Capabilities, (2) Price, (3) Past Performance, (4) Weight of Platforms per Piece , (5) Delivery Time. All responsible sources may submit quotes, which, if timely received, the Government shall consider. All offerors shall ensure all reference points of contact, i.e., organization, name, and phone number, are accurate; FAR 52.212-3, Offer Representations and Certifications - Commercial Items. Interested parties shall furnish detailed data concerning their capabilities to provide the items sought including pricing data and technical data sufficient enough to determine that a comparable source to the government is available to the Contracting Officer NLT 14 Jun 2002. Offeror(s) must be registered in Central Contractor Registration database to be eligible for award (Ref DFAR 252.204-7004). To verify registration Cage Code, Duns # and Federal Tax ID # must be provided.
