Description
NA DESC: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Far Subpart 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. Solicitation No. DAHA22-02-T-0034 applies and is issued as a Request for Quotation. This document and incorporated provisions and clauses are those in effect through Federal Acquisition C ircular 2001-01. This solicitation is 100% set aside for small business. The NAICS is 421830, Small Business size 500 employees. The resultant contract is for the purchase and installation of: (1) Chemical Agent Resistant Coating (CARC) Application Syste m consisting of: Two 4:1 ratio stainless steal air operated fluid pumps that delivers 3.8 gallons per minute and one 1:1 ratio high performance double diaphragm solvent flush pump, delivering 4 gallons per minute to fed four paint stations. Paint and solv ent will be fed through stainless steel tubing to each paint station. The tubing will loop to all four paint stations and return back to the paint mixing room feeding back to the two recirculating valves on the pumps. Four paint stations, each booth will have two stations with one station on each side of the booths. Each station will have two HVLP spray guns (guns requires 50? x ?? I.D. Fluid Hose w/couplers and 50? x 5/16? I.D. Air hose w/couplers). All stations will be equipped with two back pressure fluid regulators (0-500 psi) with pressure gage, 3/8? inlet and outlet, two three way valves which will allow the painter to change from a paint position to a flush position, and three atomizing regulators (80 psi max) with pressure gage, ?? inlet and outl et, two to control atomizing air to spray guns and one to be used for all other spray equipment. Two portable application systems consisting of: 1:1 ratio high performance double diaphragm fluid pump, a 2 in 1 fluid regulator, a gun air regulator, five ga llon suction rods, two wheel carts and one HVLP spray gun (gun requires 50? x ?? I.D. fluid hose w/couplers and 50? x 5/16? I.D. air hose w/couplers). Two portable two-component pumping systems for primer with fixed ratio proportioning pump, delivering .6 GPM at 30 Cycles per minute. Solvent flush pump, static mixer, ratio test kit, gun air regulators, pump air regulator, catalyst battle, five gallon suction rods, two gun manifold, two HVLP spray guns (guns requires 50? x ?? I.D. fluid hose w/couplers and 50? x 5/16? I.D. air hose w/couplers, and a portable stand with casters. The fluid nozzle orifice for the High Volume Low Pressure Spray Guns will be 1.2mm and pattern width 300mm. Agitated pressure pot with at least a 19.8 gallon stainless steel, singl e regulated with an agitator, certified and permanently labeled for 110 PSIG maximum working pressure. Constructed of heavy stainless steel and electropolished. Hose fittings will be Schrader type. Additional two HVLP spray guns with hoses for back up. (2) Air Supply System and Solvent Recovery System consisting of: two wall mounted Air Filtration units, one to service each spray booth. Respirable breathing air stations will be located in each booth to support up to four painters simultaneously. (3) On e assembled solvent distillation unit capable of processing solvents up to 300 deg. F., with capacity up to fifty-five gallons of solvent per eight hur shifts. Distillation Unit: High conductivity boiling chamber, fully insulated and Teflon coated. She ll and tube heat exchanger, electric cast encapsulated heating coil with lifetime warranty, gravity feed via 316ss pipe with solvent compatible discharge hose, adjustable temperature controller, explosion-proof electronics, adjustable cycle time, auto shut down, vapor temperature gauge, boiling chamber view glass, cooling water flow and heater operation indicator lights. Closed-loop water/glycol recalculation sys tem, designed for use with solvents with boiling points above 150 deg. F. Utility requirement: 220/1/60 voltage. Eight painters hoods w/breathing tubes and coolers. This equipment is to be installed at building 6505, Camp Shelby, MS. POC for any technica l questions is CPT Brown @ 601-558-2983. The following fact ors will be used to evaluate Offers: (1) Past performance- Offers are required to submit three(3) references where work for same or similar projects were completed to customer satisfaction. (2) Technical. Offers must demonstrate how their product will meet the requirements of the RFQ. Also a site visit is highly recommended to verify all existing job conditions and dimensions. Failure to attend a site visit does not relieve the contractor of his/her contractual rights. All Equipment must meet OSHA and EPA S tandards. (3) Price. Technical and past performance, when combined are equal important as cost or price.
