Description
The Marine Corps Systems Command (MARCORSYSCOM), Program Manager, Individual Combat Equipment (ICE) has a requirement for a Marine Extreme Environment Cold Weather Clothing System (MEECS) and is interested in receiving product information from interested companies. The following information is requested to meet the needs of the United States Marine Corps. The intent of this system is to provide the individual Marines protection from the following environmental conditions: Cold Weather Environments Defined (All temperatures in Fahrenheit) Wet Cold: Temperatures range from +40 to +20 degrees. Characteristics: Freeze/thaw cycle occurs as daytime temperatures climb above freezing point. Clothing requirements: Quick drying, moisture wicking layers. Wind resistant outer layers. Dry Cold: Temperatures range from +19 to -5 degrees. Characteristics: Generally characterized by dry snow and low humidity. Clothing requirements: Wind resistant outer layers, appropriate insulation layers. Intense Cold: Temperatures range from -6 to -25 degrees. Characteristics: Intense cold has a numbing effect. Clothing requirements: Same as Dry Cold adjusted for temperature range. Extreme Cold: Temperatures range from -26 and below. Characteristics: The problem of survival becomes great. Common for the individual to prioritize warmth and comfort above all else. Clothing requirement: Same as Dry Cold adjusted for temperature range. Includes facemask to cover all exposed skin. The system shall include top and bottom, accounting for the following functional areas: Wicking Layer: Next to skin, quick drying Insulating Layers: Light and Heavy Shell Protective Layer: Objective - waterproof breathable, Threshold ? water resistant breathable Outer Insulating Layer: Lightweight, packable, insulating jacket Head insulating layer Neck insulating layer Face insulating layer Contact glove (flame resistant) and protective shell The intent of the MEECS program is to field a complete system. Respondents should respond with complete systems that meet the aforementioned criteria although individual components will be accepted for this RFI. The Marine Corps encourages partnering or teaming arrangements amongst vendors to provide for a complete system solution. All products must be in compliance with the Buy American provisions of the Berry amendment. Vendors who believe they have a product capable of meeting MEECS requirements are requested to provide information regarding their production capabilities, quality assurance procedures, past performance, customer base, business size, commercial pricing, a corporate point of contact, and other relevant information such as the results or findings of any independent laboratory testing conducted on the product(s). Information must be submitted no later than 1:00PM (EST) 15 JUNE 2002. Materials submitted will not be returned. If a firm submits samples, the Government will not pay for any samples received. Vendors who submit items/samples currently produced off-shore must certify that the items will be produced in the USA if adopted by the U.S. Marine Corps. Federal Law (Berry Amendment) prohibits the award of contracts for items of this type produced outside the country. All information shall be considered confidential. Point of contact is Edwin Wright.
