Description
NAICS Code: 541380 U.S. EPA intends to award this procurement on a sole source basis- no set aside. Project Office: National Health and Environmental Effects Research Laboratory Project Description: This procurement is for DNA extraction, DNA quantification, whole genome amplification, single nucleotide polymorphism (SNP) analysis using Taqman Assays and the sensitive and accurate Matrix Assisted Laser Desorption/Ionization Time of Flight Mass Spectrometry (MALDI-TOF) genetic analysis of DNA from two novel human sample types: nail and cheek (buccal) cells. This procurement requires high-throughput genotyping to obtain accurate and reproducible results with as little as 1-3 nanograms of genomic DNA. It is critical that if the biological sample is shown to be sample limited, that whole genome amplification can be performed. In effect, the proposed vendor shall "make" DNA from regions that are intact along the DNA strand. Justification for sole source: It has been shown that different laboratories can yield different results. In addition, the possibility of different results would result in negative peer reviews. Because of the research's high priority and the associated literature scrutiny, no other vendor is acceptable. It is essential for all four procedures be performed by the same laboratory to insure identical handling, storage and sample preparation. Equally important is our need to compare our data with data from the National Center for Toxicological Research, which was previously obtained by the sole source for this procurement. This data capability will provide the EPA with the direct ability to compare the distribution of our genetic analyses with those generated in the identical manner with identical error rates, sample preparation storage and SNP and MALDI-TOF analyses. This posting is not a Request for Quotation. However, any business whom wishes to challenge the sole source basis, may do so. Inquires should be submitted by fax to Greg Feingold at (919) 541-1075 or email feingold.greg@epa.gov. Telephone inquires will not be honored. Any challenge to the sole source basis must be received by 3:00 PM on the closing date of the synopsis.
