- Description
- NASA/DFRC is hereby soliciting information for potential sources for the repair of building infrastructure. This will include modifications to the existing HVAC system by converting the constant volume system to variable air volume (VAV)system in a portion of the building. This includes the installation of hot water reheat VAV boxes and the necessary hot water distribution piping. Gas fired hot water boilers will be installed. Two cooling towers will be replaced with new larger cooling towers and necessary structural upgrades. A motor control center will also be replaced. The existing HVAC control systems and components are "Siemens Building Technology, Inc., Landis Division"; the new control system, modifications, and components shall be manufactured and compatible with the same. Some asbestos containing materials will be removed. Lead containing paint will be enountered. Bid Option 1: Modifications to the existing HVAC system by converting a multizone air handling system to a VAV system, and includes replacing ductwork throughout a second portion of the building. This option also includes the installation of hot water reheat VAV boxes and the necessary hot water distribution piping, and replacement of a rooftop air handling unit, and modifying the existing control system using Siemens Building Technology, Inc. equipment only. Bid Option 2: Replace two air handling units in a Fan House with two new variable air volune units with variable speed drives and modifying the existing control system using Siemens Building Technology equipment only. All construction work on the project will be performed during non-office hours from 4:00 p.m. to 2:00 a.m. on Monday, Tuesday, Wednesday, and Thursday. Critical equipment replacement will require some weekend work. The order of magnitude for the procurement is estimated between $1,000,000 and $5,000,000 and the effort shall be completed within 313 calendar days after notice to proceed. The NAICS Code and small business size standard for this procurement are 233320 and $28.5M, respectively. The anticipated release date of the Invitation for bids (IFB) is on or about May 24, 2002 with an anticipated offer closing date of on or about July 1, 2002. The provisions and clauses in the solicitation are those in effect through FAC 2001-07. The firm date for receipt of offerers will be stated in the IFB. Drawings will be available from the Bid Distribution Office. All responsible qualified sources may submit an offer which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement including specifications and drawings will be mailed to those contractors who submitted requests in writing for solicitation documents.
