Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). GRCop-84 Powder, 1000 lbs - Provide GRCop-84 (CU-6.73WT.% DR-5.93 WT.%NB) Power per the following specifications. Maximum FE content to be 50 PPM. Screen to 150 mesh. Can powder in 15.1" exrusion can provided by the Government. Contractor is to clean, degrease, fill, evacuate and seal each can. SPECIFICATIONS FOR GRCOP-84 (Cu-8 AT.% Cr-4 at.% Nb or Cu-8 Cr-4 nb)POWDER 1. Powder to be made by agon gas atomization. Atomization in nitrogen is not an acceptale altenative. 2. Powder to be handled in inert ga or vacuu environment at all times to avoid oxygen contamination. Powder to be delivered to the government in sealed glass bottles or other containers (to be supplied by the government) under an argon or helium cover gas. Prior to filling the containers, the containers will be cleaned and degreased to ensure no contamination occurs. 3. Melt chage to consist of high purity elemental charges or master melt. For an elemenal charge, the chage will consist of OFHC copper grade No. 101 (ASTM B 170 Grade 1, 99.99% min. Cu), 99.8% minimum purity chromium and 99.8% minimum putity niobium or equivalent purity materials. 4. The chemistry of the Cu-8 Cr-4 Nb powder shall be: Chromium: Aim - 6.65 weight percent; Desired range - 6.52 to 6.80 weight pecent; Allowed Range - 6.2 to 6.8 weight percent Niobium: Aim - 5.85 weight pecent; Desired Range - 5.81 to 6.00 weight percent; Allowed range - 5.4 to 6.0 weight percent Cr:Nb ratio: Aim- 2.03 Cr:Nb ratio by atomic percent/1.14 CR:Nb ratio by weight percent; Desired Range - 2.01 to 2.05 Cr:Nb by atomic percent/ 1.12 to 1.15 CR:Nb ratio by weight percent; Allowed range - 1.9 to 2.1 Cr:Nbby atomic percent/ 1.06 to 1.21 Cr:Nb ratio by weight percent. Oxygen: Aim - les than 400 ppm be weight; Maximum - 700 ppm by weight; POWDER OVER 700 PPM OXYGEN BY WEIGHT WILL BE REJECTED. Iron: Aim - less than 20 ppm by weight; Maximum 40 ppm be weight 5. Powder to be sieved to -270 mesh prior to delivery. +270 mesh material to be properly disposed of by the Contractor. 6. Contractor to provide a powder size analysis and chemistry of the powder. The chemistry will consist of (at a minimum) Cu, Cr, Nb, Fe and O. The contractor is to test for Fe and O contamination prior to ixing powder from more than ohe atomization run. Powders from multiple run are to be mixed prior to delivery to provide better uniformity. The provisions and clauses in the RFQ are those in effect through FAC 97-27 This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 32518 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to Glenn Research Center, 21000 Brookpark Road, Cleveland, OH, 44135 is required within 45 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by COB May 23, 2002 and may be mailed or faxed to Carol K. Sharp, Glenn Research Center, Mail Stop 500-306, 21000 Brookpark Road, Cleveland, OH 44135 FAX NUMBER (216) 433-5185 and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1 If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Award will be based upon overall best value to the Government, with consideration given to the factors of proposed technical merits, price and past performance; other critical requirements (i.e., delivery) if so stated in the RFQ will also be considered. Unless otherwise stated in the solicitation, for selection purposes, technical, price and past performance are essentially equal in importance. It is critical that offerors provide adequate detail to allow evaluation of their offer (see FAR 52.212-1(b). Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications - Commercial Items with their quote.
