- NASA/GSFC plans to issue Request for Quotation RFQ5-74180-910 on a sole source basis for the folowing items: Item 1) Qty. 1 - Controller Component: ARC-22, 250 MHZ Fiber Optic Timing Board, Item 2) Qty. 1 - ARC-31, IR Clock Driver Board, Item 3) Qty. 1 - ARC-46, Eight Readout IR Board, Item 4) Qty. 1 - ARC-70, 6-Slot Closed Controller Housing, Item 5) Qty. 1 - ARC-80, Lare Power Supply, Item 6) Qty. 1 - ARC-64, 250 MHZ PCI Interface Board, Item 7) Qty 1 - ARC-82, Power Supply Cable, Item 8) Qty. 1 - ARC-84, Fiber Optic Cable, Item 9) Qty. 1 - 2-year warranty for parts and labor. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Astronomical Research Cameras, Inc. under the authority of 10 U.S.C. 2304 (c)(1), Only One Responsible Source. The Government requires these electronic components because together they comprise a system to both drive and readout a 1024 x 1024 Aladdin IR detector. This detector is being used in the new Rapid Infrared V isible Multi-Object Spectrometer (RIVMOS) being developed by the GSFC. The instrument will be used as a ground based test for the new micro-shutter arrays being developed by the GSFC for Next Generation Space Telescope. This electronic system must be purchased from Astronomical Research Cameras, Inc. in order to maintain compatability with existing ARC electronics. Software has already been written for this system Therefore, utilizing the same software will save the gov't time and money from developing new software. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 24, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
