Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation (ITC-RFQ-02-0003) is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-04. The U.S. International Trade Commission (USITC) requires the services of a vendor capable of maintaining, repairing, and performing preventative maintenance for all standard air-conditioning units. Preventive maintenance shall include visual inspection of all air-conditioning units within the USITC. Air-conditioners include (11) eleven Minimate air-conditioners ((8) eight MM20W were purchased in 1987) and (2) two Air-flow units were installed in December of 2000); (2) two W/S Heat Pumps; (1) one Minimate Plus; (1) one Heat Pump; (7) seven Dry Coolers; (3) three Deluxe Systems; (2) two Hydro units (installed midyear 2000); (1) one HydroBan; and (1) one Carrier. The contractor shall be licensed, insured, bonded, and have trained and certified technicians who have the capabilities to satisfy the Government's requirement to maintain all standard air-conditioning units specified herein. The period of performance will begin June 1, 2002, and end on May 30, 2007. The USITC anticipates issuing an purchase order for (5) five years. Work is to be performed in the Commission building located at 500 E Street SW., Washington, DC 20436 (limited parking is available). A site visit can be arranged by calling Vincent N. Dumas at 202-205-2751. The contractor is responsible for the following: (1) Providing all parts and labor; (2) Performing six preventive maintenance visits per year. The contractor can access the building during regular working hours (8:45 a.m. to 3:30 p.m., Monday through Friday); (3) Monitoring air-conditioning units and notify COTR of problems (any repairs to units generated from this process are part of the contract); (4) Replacing filters, as necessary; (5) Performing visual inspections of units for potential problems; (6) Responding to service calls within a 24-hour period except weekends and holidays. The provisions at FAR 52.212-1, Instructions to Offerors-Commercial Items, apply to this acquisition, as well as the provision at 52.212-2, Evaluation--Commercial Items. The Government will award an order that represents the best overall value to the Government. Past performance will be evaluated to ensure satisfactory business practices and timely performance. For evaluation purposes, price is considered most important, followed by technical capability and past performance. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items, unit and extended price for all requested items, and prompt payment terms with their quotations. The clause at FAR 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition with no addenda. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this solicitation. Specifically, the following cited clauses are applicable to this solicitation: FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Special Disabled Veterans; and FAR 52.222-41, Service Contract Act of 1965. The Contracting Officer will furnish full text for the above listed clauses upon request. Responses will be received at the USITC, Office of Facilities Management, 500 E Street SW., Room 414-C, Washington DC 20436 until 4:00 P.M. Eastern Standard Time on May 22, 2001.
