Plans and specifications will be issued on Compact Disk (CD-ROM) and will be provided free of charge. CD’s will be issued to prime contractors and plan rooms on a first come first serve basis with only fifty (5 0) CD’s being issued. Description of work: Construction of a new Fitness Center at Moody AFB, GA. The proposed facility will be 5,131 SM. The center will have a gymnasium with two backetball courts, bleachers for 390 spectators, an indoor running track, four racketball courts, group exercise, free weights, etc. The project will be solicited and procured using a Past Performance, Price, Tradeoff (PPT) Request for Proposals (RFP) in accordance with FAR Part 15.101-1. The contractor is required to submit a price and technical proposal. Each proposal shall contain the offeror's best technical proposal and best price. The technical proposal will be evaluated utilizing the factors set forth below. Factor 1-1: Offeror Past Performance, Subfactor 1-1 a Qual ity of Construction, Subfactor 1-1 b Timeliness of Performance, Subfactor 1-1 c Documentation, Subfactor 1-1 d Customer Satisfaction, Subfactor 1-1 e Subcontractor Management, Factor 1-2: Offeror Relevant Specialized Experience, Subfactor 1-2 a Simil ar construction projects completed, Subfactor 1-2 b Military construction projects completed, Factor 1-3: Management Effectiveness, Subfactor 1-3 a Organizational Chart or Structure and Key Personnel Resumes, Subfactor 1-3 b Quality Control Plan, Subfac tor 1-3 c Contract Closeout Plan, Subfactor 1-3d Subcontracting Plan, Factor 1-4: Construction Duration Evaluation Factors And Weights: Relative Importance. Past Performance, Corporate Relevant Specialized Experience, and Construction Duration are equa l in weight. However, Past Performance, Corporate Relevant Specialized Experience and Construction Duration are individually significantly more important than Management Effectiveness. Past Performance, Corporate Relevant Specialized Experience, Construc tion Duration, and Management Effectiveness, when combined are more important than price. Under Past Performance, each subfactor is equal in weight. Under Corporate Relevant Specialized Experience, and Similar Construction Projects Completed are equal i n weight. Both individually are more important than Military Construction Projects Completed. Under Management Effectiveness, Organizational Structure and Key Personnel are equal in value to the Quality Control Plan but both individually are significantl y more important than the Closeout Plan. The Closeout Plan is more important than the Subcontracting Plan. Proposals shall include sufficient detailed information to allow complete evaluation. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the offeror. Estimated cost range of project is from $5,000,000.00 to $10,000,000.00. Network Analysis System will be required. This solicitation is issued on an un restricted basis pursuant to the *Business Opportunity Development Reform Act of 1988*(Public Law 100-656). This solicitation will be issued in electronic format only and will also be available on or about June 5, 2002 on the internet at https://ebs.sas.u sace.army.mil/ Notification of amendments will be through use of the Internet.
