- The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center, Oklahoma City, Oklahoma, has a requirement for overhaul/repair/rebuild of rotary couplers Kevlin P/N 21132A and Datron Systems, Inc. P/N 41926-1, NSN 5985-01-363-3806. These rotary couplers are used in the support of the Terminal Doppler Weather Radar (TDWR). The TDWR is a weather radar, which detects microburst, gustfronts, wind shifts, and precipitation. Specifically, it provides microburst/windshear detection, which are particularly dangerous to aircraft landing or departing. The requirement is for a base year and includes option provisions to renew for four additional 1-year periods, to be exercised at the sole discretion of the FAA. The FAA intends to solicit and negotiate only with Kevlin Corporation, Wilmington, MA, Inc, in accordance with AMS Policy 3.2.2.4. A market survey was conducted in February 2002, and the results of this survey supported our determination to solicit and negotiate with only one firm.
