Description
Reference is made to Solicitation No. BBGCON3602S5286, which was published in the FedBizzOpps on February 22, 2002, under classification code: D-Information Technology Services, including Telecommunications services. This Amendment No. 1 is issued to provide answers to questions concerning the solicitation. Please note that questions are listed beginning with the letter "Q" in upper case while answers are listed beginning with the letter "A" in lower case. Please note the following: Q1. IS THIS A NEW PROJECT OR A RECOMPETE? IF IT IS A RECOMPETE, WHO IS THE CURRENT VENDOR? A1. This is a new project. Q2. WHO IS THE TECHNICAL CONTACT AND MAY WE CONTACT HIM/HER? A2. All questions are to be directed to the Contracting Officer. Q3. HOW IS THE E-MAIL RECIPIENT LIST BEING UPDATED OR CREATED? HOW IS THE DATA BEING ENTERED AND MAINTAINED? A3. The e-mail list will be self-generating as users sign up for the feature of distributed news content. Q4. IS THERE ANY SPECIFIC MANNER IN, WHICH THE CLIENT WANTS TO TRACK THE URLS? WHAT SORT OF REPORTS NEEDS TO BE CREATED? WHAT NEEDS TO BE TRACKED THROUGH THE URL REDIRECTS (E.G., SHOULD THE SYSTEM JUST TRACK THE NUMBER OF RESPONSES? OR SHOULD IT TRACK THE NAMES OF THE RESPONDERS? OR SHOULD IT ALSO TRACK THEIR MOVEMENTS WITHIN THE SITE ONCE THEY RESPOND?) A4. Reports must keep track of what content is being requested and where are the users coming from. Q5. DOES THE CLIENT WISH TO HOST THE SYSTEM INTERNALLY OR EXTERNALLY? DOES THE CLIENT WANT A DEDICATED SERVER OR SHARED SERVER SPACE? A5. See the RRP/Synposis, as it notes the e-mail list shall be a complete managed solution-hosted offsite. Q6. DOES THE CLIENT HAVE A PREFERENCE FOR A SPECIFIC HOSTING PLATFORM? WINDOWS, SOLARIS, OR...? A6. No preference, except that the hosting platform shall be 99.9999 percent reliable. Q7. WOULD THE E-MAIL RECIPIENT DATA BE HOSTED ON THE SAME SERVER AS THE E-MAIL LIST SERVER PROGRAM? OR WOULD THE LIST SERVER PROGRAM RESIDE ON ONE SERVER AND EXTRACT THE E-MAILS FROM A DATA SOURCE ON ANOTHER SERVER? A7. The vendor has flexibility in offering a solution. The Government does not have a preference. DOES THE DATABASE WITH THE E-MAIL ADDRESSES ALREADY EXIST? None does exist. Q8. WHAT KIND OF SQL DATABASE DOES THE CLIENT PREFER TO WORK WITH? WHAT VERSION? A8. SQL version 7 or SQL 2000. Q9. WHAT WEB PUBLISHING TOOL (OR CONTENT MANAGEMENT SYSTEM) IS THE CLIENT USING CURRENTLY? A9. The Government is currently using Macromedia's Spectra. DO THEY PLAN ON CHANGING THAT SYSTEM? No change is planned. Q10. WHAT VERSION OF COLD FUSION DOES THE CURRENT WEB PUBLISHING TOOL (OR CMS) RUN ON? A10. The current version is 4.5. The Government will be migrating to 5.0 soon. Q11. IN HOW MANY LANGUAGES WILL THE E-MAILS BE BROADCASTED? A11. The Broadcast is in 51 languages. WHO WILL DO THE TRANSLATIONS? The Government will conduct the translations. WHAT LANGUAGES SPECIFICALLY ARE INTENDED FOR THE E-MAILS? For a complete list, refer to RFP/Synposis for VOA web address: voanews.com. Q12. WHAT LEVEL OF PERSONALIZATION IS ANTICIPATED FOR THE E-MAILS AND REDIRECTS? DOES THE CLIENT SIMPLY WISH TO REFER TO THE RECIPIENT'S NAME IN THE E-MAILS, OR ALSO INCLUDE SOME OTHER DETAILS RELATED TO THE RECIPIENTS' DEMOGRAPHICS OR PSYCHOGRAPHICS? A12. There are no stated preferences. Q13. HOW WILL THE PERSONALIZATION BE ESTABLISHED? DOES THE CLIENT ALREADY HAVE A DATA UPON WHICH TO ESTABLISH THE PERSONALIZED E-MAILS AND REDIRECTS? OR WILL THE E-MAIL RECIPIENTS HAVE TO OPT-IN AND VOLUNTEER INFORMATION ABOUT THEMSELVES? A13. Double opt-in. Q14. TIMELINES: WHEN IS THIS PROJECT SLATED TO BEGIN AND END? WHEN WILL THE CLIENT MAKE A DECISION? WHEN ARE PROPOSALS DUE? A14. Refer to the RFP/Synposis. We anticipate an award within 60 days after receipt of proposals. Q15. THE PRESOLICITATION NOTICE STATES THAT THE PROPOSAL IS TO BE IN ACCORDANCE WITH THE "FORMAT IN SUBPART 12.6", WHERE CAN WE FIND SAID REFERENCED DOCUMENT? A15. This only makes references to the Government method for evaluation and solicitation for Commercial items. Q16. IS THERE A PAGE LIMIT TO THE PROPOSAL RESPONSE? A16. There are no page limitations. Q17. IS THERE A GOVERNMENT PRICING FORM THAT NEEDS TO BE COMPLETED? A17. There are no pricing forms. Q18. IS THERE A CURRENT INCUMBENT FOR THIS EFFORT? A18. No, this is a new requirement. Q19. IS THERE A GOVERNMENT COST ESTIMATE OR PRICE ABSTRACT AVAILABLE? A19. There is none. Q20. THE SYNOPSIS STATES THAT THE SUCCESSFUL OFFEROR WILL BE ON CALL ON A 24/7 BASIS, DOES THIS MEAN THAT WE ARE TO PROVIDE A PRICING PROPOSAL THAT INCLUDES THE COST OF A CHARGING THREE (3) PROGRAMMERS (THREE EIGHT-HOUR SHIFTS) FOR A ONE YEAR PERIOD? OR WOULD AN HOURLY ON-CALL RATE FOR THE NORMAL NON-BUSINESS HOURS BE SUFFICIENT? THIS WOULD GIVE YOUR ORGANIZATION THE ABILITY TO ONLY PAY FOR THOSE ACTUAL HOURS REQUIRED. A20. The RFP/Synopsis cites all required work. Proposals are to be submitted accordingly. Q21. WILL THE SUCCESSFUL OFFEROR BE REQUIRED TO MAINTAIN AN OFFICE ON-SITE AT THE BROADCASTING BOARD OF GOVERNORS? A21. That is not stated in the RFP/Synposis. Please note, the last date for receipt of questions concerning the RFP/Synopsis is March 13, 2002.
