Description
The National Marine Fisheries Service, Alaska Fisheries Science Center seeks proposals from qualified applicants to develop models that will quantitatively evaluate the costs and benefits of alternative management strategies on the recovery rate of the western stock of Steller sea lions. Management strategies should be specific to each of the possible factors that could have caused or may have contributed to the decline of the western sea lion population, including: 1) indirect effects of fisheries (competition or disturbance), 2) decadal or cyclical changes in the oceanic environment, 3) anthropogenic effects (direct mortality), 4) increased rates or effects of predation, 5) disease, 6) contaminants, and 7) combinations of the above. The model must consider the possible effects of each factor independently and in combination. For instance, the model must be capable of distinguishing the relative impact of past and present fishing and changes in the environment on the past and current western Steller sea lion population. This could be accomplished by determining the possible influence of each factor on rates of sea lion mortality, reproduction and migration, and the mechanisms for that influence. Process and observational uncertainty should be explicitly included in the model; use of Bayesian methods is encouraged.
