Description
DELETE DESCRIPTION OF SYNOPSIS N0016402R8512 PUBLISHED ON 10 MAY 2002, AND REPLACE WITH THE FOLLOWING DESCRIPTION: NAVSURFWARCEN Crane Division is requesting MARKET SURVEY information relative to a family of Visual Augmentation Systems (VAS) Night Vision Devices (NVDs). The primary purposes of this market survey is to allow industry to provide comments and questions on the draft Statement of Work (SOW) and draft Performance Specification (PS); to establish if the items being procured are considered to be commercial off-the-shelf (COTS) non-developmental item, or modified commercial items; and to determine what terms and conditions are considered standard to industry. The Government may award up to three separate contracts, up to one for each of three configurations of the VAS NVDs. One or more IDIQ contracts may be awarded. Up to three IDIQ contracts with minimum and maximum quantities to be determined may be awarded, one for each type of sight. The Government may award one, two or three contracts to procure the three hardware CLINS as follows: CLIN 0001 Clip-on image intensification night sight (in line) with a contractor supplied variable power dayscope and accessories. Accessories include Mounting Brackets for the variable power dayscope and the standard issued Leupold MK4 M3 dayscope, AA Batteries, Daylight Cover (with lanyard), Lens Cleaning Kit, Operator/Maintenance Manual, Soft Carrying Case (To be evaluated with the contractor supplied variable power dayscope IAW the SOW and PS) CLIN 0002 Clip-on image intensification night sight (in line) (no dayscope to be supplied) and accessories. Accessories include Mounting Brackets for the standard issued Leupold MK4 M3 dayscope, AA Batteries, Daylight Cover (with lanyard), Lens C leaning Kit, Operator/Maintenance Manual, Soft Carrying Case (To be evaluated with Government supplied 10X Dayscope IAW the SOW and PS) CLIN 0003 Night sight capable of daytime firing with Accessories. Accessories include Mounting Brackets for the standard issued Leupold MK4 M3 dayscope, AA Batteries, Daylight Cover (with lanyard), Lens Cleaning Kit, Operator/Maintenance Manual, Soft Carrying Case (To be evaluated IAW the SOW and PS) The clip-on image intensification night sight (in line) with a variable power day scope, the clip-on image intensification night sight (in line) (without dayscope), and night sights capable of daytime firing shall be referred herein as Sight(s). The Production Baseline (PBL) shall be established at the time of contract award and may include minor modifications agreed to during negotiations as recommended by the government as a result of User Field Evaluation Testing of Product Samples. These items will be procured utilizing a SOW and PS. The draft SOW, draft PS, and draft CDRLS are available for download on the Internet at https://www.crane.navy.mil/supply/02R8512/02R8512.htm. Industry written comments and questions are requested to be submitted as part of this Market Survey in the format specified below. The SOW provides for the procurement, test, program support, system spares, repairs, configuration management (CM), technical documentation and Contractor Logistics Support (CLS) for the Sight(s), as well as standard commercial warranty, extended three-year warranty, non-warranty repair to include failure analysis and repair, training and training support. Potential Offerors are invited to submit written information in response to this notice including the following: A synopsis of total sy stem capability and system technical information; Product Literature; Maximum Rate of production per month; Production Lead Time for initial delivery and quantity for initial delivery; Proposed Delivery Schedule per month expressed in terms of days after contract award; Term of Standard Commercial Warranty Available at no additional cost to the Government; In-House Supportability / In-House capability for contractor Logistics Support; Annual Mean Time Between Failures (MTBF); Information on training to be provided; Your history of providing same Sights with customer references; A summary of any relevant testing vendor has completed (i.e. submersion, shock, etc.) and what platforms were used; Availability of Product Samples for use in Source Selection (quantities available by anticipated closing date); Comments / questions / clarifications on the draft SOW, draft PS, and draft C DRLS; Any discriminating evaluation criteria for the source selection ? discounts to be proposed, quantity discounts (i.e. free products to be proposed w/large quantity purchases), etc.; Information regarding the Commerciality of the items to be procured (i.e. if the items are considered by vendor to be COTS or modified commercial items); Any other terms and conditions not mentioned standard to the industry; Define in detail Best Commercial Practice for packaging which will be utilized by your company. Interested potential sources should respond, in writing, to the above request via e-mail NLT 4:00 p.m. 17 May 2002. Responses should include information to address the requirements listed above. Information submitted will not be returned to the contractor. The Government is not asking for product samples at this time but only for availability of product samples to be pro vided by anticipated solicitation closing date. Any product samples provided to the Government at a later date shall not be returned to the contractor and shall be provided at no cost to the Government. This notice does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject equipment. The Government is only seeking information and possible sources for future needs, if and when they arise. No solicitation document exists at this time. It is anticipated that the formal solicitation document will be issued on or about 24 May 2002 with closing on or about 14 June 2002. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION OR OTHERWISE PAY FOR THE INFORMATION SOLICITED.
