Description
Engineering Techincal Services for the period beginning 01 October 2002, including four one-year option periods ending 30 September 2007. The Contractor will be responsible for Analysis and Evaluation of Nuclear Weapon Surety, Safety, and Use Control Policies/ Execution and Command and Control Procedures, which includes: (1) providing recommendations and solutions relative to Shore Facilities, Submarine Launched Ballistic Missiles (SLBMs), and other nuclear weapon systems that utilize SSP facilities; (2) inspections which include, Nuclear Weapon Technical Inspections (NWTI), Completion Inspections (CI), or others related both to shore facilities or SSBNs; (3) planning and execution of nuclear weapon system exercises; (4) providing Nuclear Weapon Oversight Board administrative and technical support; (5) updating and maintaining nuclear weapons surety documentation; (6) providing technical recommendations concerning proposed projects, and those associated with the consolidation/streamlining of nuclear weapon support functions; (7) providing recommendations concerning proposed projects, SPALTs, SHIPALTs, or other change packages where security is impacted? (8) attending various Working Groups, including the Nuclear Weapons Accident Response Steering Group (NWARSG), appropriate subcommittee meetings, planned meetings, program reviews, and preparing summary reports; (9) reviewing, analyzing, and providing input to weapon safety procedures and practices executed by SSP, SSP related shore facilities, SLBMs, SSBN, or other Commands;(10) providing reviews of external policies and directives related to nuclear weapon use control. The contractor shall have a facility clearance of SECRET. The solicitation (N00030-03-R-0003), issued as a competitive solicitation, will be posted on the Navy Electronic Commerce Online (NECO) Web Page (www.neco.navy.mil) on or about June 1, 2002.
