Description
The Uniformed Services University of the Health Sciences (USUHS), the Department of Defense Medical School and Health Sciences University, intends to award on a sole source basis, a contract to the Henry M. Jackson Foundation (HMJF) for the Advancement of Military Medicine, Rockville, MD, for annual support services for the Casualty Care Research Center(CCRC). This will include the provision of all personnel (on a personal services basis), supplies, equipment, and services to include sub-contracting support, necessary to support the CCRC. The CCRC is a designated Center of Excellence for issues relating to injury control and casualty care in combat, special operations and disasters, under the auspices of the USUHS Department of Military and Emergency Medicine. The contract will be cost-reimbursement with an annual estimated value of $1,250,633.87 and the base period of performance will be 12 months. The contract will consist of a base year and four one-year (12 month) options. The mission of the CCRC is to serve as a unique national resource by providing quality research, education and expertise in the delivery of medicine in austere field environments of combat, special operations and disasters. The CCRC requires a broad range of support activities to effectively carryout this mission. Because of an urgent need to continue the current mission and retain qualified personnel already working for the CCRC under contract, award will be made on or about 15 May 2002. This contract is being awarded in accordance with statutory authority permitting other than full and open competition at 10 U.S.C. 2304(c)(5), "Authorized or Required by Statute." The proposed procurement is in compliance with Public Law 92-426, entitled: Uniformed Service Health Professions Revitalization Act of 1972 and 10 U.S.C 178 and 2113(j)(1)(A) which authorizes USUHS to award contracts on a sole source basis to the Henry M.
