- ALL CORRESPONDENCE IN REFERENCE TO THIS EXPRESSION OF INTEREST MUST BE DIRECTED TO THE SUBCONTRACT ADMINISTRATOR, CHRISTINE M. SULLIVAN, FOR CONSIDERATION. May 14, 2002 TO ALL POTENTIAL OFFERORS: EXPRESSION OF INTEREST - Demonstration to treat classified materials UT-Battelle, LLC (the "Company"), acting under its Prime Contract No. DE-AC05-00-OR22725 with the Department of Energy (DOE), is requesting an expression of interest (EOI) from potential industry participants interested in performing a demonstration to treat classified materials. The Company intends to issue a Request for Proposal (RFP) in June 2002 and to award a single subcontract as a result of this solicitation based on the quality of the proposals received and the availability of funds. This EOI is issued to determine the breadth and level of industry interest and identify qualified suppliers for the solicitation of this RFP. UT-Battelle is looking for a qualified supplier to demonstrate treatment of classified materials at the suppliers "classified" facility. A "qualified supplier" will be defined using the following criteria: SUPPLIER QUALIFICATION CRITERIA The authority to accept, manage, and process material classified as secret-restricted data. (SRD) An appropriate number of personnel with the labor skills and DOE clearances needed to manage, process, and disposition the material. The DOE clearance level required will be a "Q" clearance. Possess applicable federal and state licenses, and permits to accept, manage, process, and disposition material contaminated with depleted uranium. DEMONSTRATION WORK SCOPE The demonstration will consist of processing six (6) obsolete and surplus contaminated classified components weighing an estimated 12,000 pounds. The components will be processed to: -Destroy all classified attribute[s], -Make recovered metal available for reuse within the DOE complex or U.S. nuclear industry, -Disposition non-metals and non-reusable metals in accordance with applicable regulations. The components will be shipped-at government expense-from a DOE site to the contractor's qualified facility for processing. DEMONSTRATION DELIVERABLES The products of this project will consist of: -A detailed plan describing the contractor's authority, facilities, cleared personnel, and procedures to accept, manage, and process DOE-classified material[s]. -All physical activities to process the components, recover, and disposition the material[s] of construction. -A final report of the work activities, technical processes, personnel skills and efforts, and costs to accomplish each work activity. Suppliers must contact UT-Battelle's, Subcontract Administrator, Christine Sullivan, for consideration. All interested participants must respond by 5/24/2002. Proposal evaluation criteria to determine suppliers ability to fulfill the scope requirement might include such factors as: (1) technical/business approach and understanding; (2) personnel and corporate experience (3) qualifications and capabilities; (4) facilities and equipment; and (5) price. This EOI infers no commitment to issue a solicitation or to make an award. The following timetable provides the plan for this procurement: 05/14/02 Expression of Interest Letter issued 05/24/02 Notification to UT-Battelle 06/03/02 RFPs issued to Bidders (allows 30 day proposal preparation) 06/10/02 Pre-proposal Conference - Oak Ridge National Laboratory 07/12/02 Proposals Due 10/01/02 Initial Subcontracts awarded (Demonstration work to be completed within 12 week time period) Interest in this upcoming RFP should be shown by completing the attached Response Notice no later than May 24, 2002.
