Description
17. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a request for quotation. Submit offers on RML-RFQ # 2020. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-07 dated 04/30/02. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Total Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 334516 and the small business size is 500. The Rocky Mountain Laboratories, Laboratory of Human Bacterial Pathogenesis requires a Real-Time RT-PCR machine with the following specifications: The instrument should combine features of base PCR plus real time observation of the reactions in a quantitative manner. It needs to be able to harbor at least 4 excitation an 4 emission filters to use with conventional fluorophores in Real Time RT-PCR applications, in such a fashion that none of them is exclusively required for back- ground normalization purposes, and at least 4 fluorophores can be multiplexed per sample tube. Any additional features that increase the flexibility of handling and interpretation, such as linear and log plots etcetera would also be desirable.The software should be provided, PC-compatible, user friendly in Windows 2000, and enable to perform and manipulate the following features: 1) To see real time amplification plots of every dye. 2) Select individual plots for view. 3) Perform and plot standard curves. 4) Define well samples. 5) Perform melting curves. 6) Automatically calculate and manually select Ct thresholds. 7) Control background subtraction. 8) Select the measuring window. SCHEDULE: Furnish one (1) Real-Time PCR machine. The system must meet the following salient characteristics: 1) The optical lamp should be tungsten-halogen. 2) The application is to be carried out with 96-well or 384 well plates hence there is need for interchangeable sample blocks. 3) Block needs to be thermal gradient capable. 4) Should be possible to use any chemistry (intercalating dyes, Taqman probes, Scorpion probes and molecular beacons) provided by any vendor. 5) Due to space restrictions, the machine should not exceed 14 inches x 14 inches x 25 inches (WxHxD). 6) The additional provision by the manufacturer of external devices for use is unnecessary and undesirable. 7)The full control of the machine and analysis of the data should be able tobe undertaken either in the machine or from a remote computer. 8) Software should be PC-compatible, user friendly in Windows 2000. 9) On-site training for as many users as necessary. 10) Warranty superior to one year. FOB Point shall be Destination, Hamilton, MT. Delivery shall be 30 days after receipt of order (ARO). Delivery location is Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT. The following FAR provisions and clauses apply to this acquisition: 52.212-1 Instructions to Offerors--Commercial; FAR 52.212-2 Evaluation--Commercial Items. Award will be based on: 1) The capability of the item offered to meet the above stated salient characteristics; 2) Warranty; 3) Software License Agreement; and 4) Price; FAR 52-212-4 Contract Terms and Conditions--Commercial items; FAR 52-212.5 Contract Terms and Conditions Required to Implement Statues or Executive Orders--Commercial Items. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3 Offerors Representations and Certifications--Commercial Items. Warranty information to include period and coverage, shall be stated. Offers may be mailed or faxed to the POC indicated above (Fax --406-363-9376). Offers must be submitted not later than 4:30 PM (MDST), June 4, 2002. Copies of the above referenced clauses are available upon request, either by telephone or fax. All responsible sources may submit an offer that will be considered by this Agency.
