Description
The National Library of Medicine (NLM) awarded contract N01-LM-0-3502 on November 1, 1999, to the University of Pennsylvania, 133 South Street, Philadelphia, PA 19104, to assist in the development of an application programmer interface (API) known as the Insight Toolkit (ITK), and first implementation of a Segmentation and Registration Toolkit (SRT). It is the intent of the National Library of Medicine (NLM) to negotiate with the University of Pennsylvania on a sole source basis to extend the current contract number N01-LM-0-3502 for twelve months to continue the overall goals of the project, which include streamlining the existing ITK code, improving the consistency of the internal software architecture, extending documentation of the existing algorithms and methods, and generating examples suitable for inclusion in courseware and educational materials associated with ITK. The University of Pennsylvania is currently providing the required services, and will continue to improve and refine the finite element model support in ITK creating a consistent software architecture across the existing object hierarchies, to improve and refine the fuzzy-connectedness segmentation methods in ITK, to improve and refine the Voronoi-analysis technique used as priors for segmentation by deformable models, and to demonstrate the integration of ITK with visualization and user-interface software through concise publishable examples. The University of Pennsylvania has been performing the required services for the past two and a half years under the current contract. This requirement represents a continuation of the services they are currently providing to the NLM. By virtue of their expertise and experience gained through their development and implementation under the current contract, the University of Pennsylvania is uniquely qualified and the only source capable of carrying out these required services in the required time frame and without duplication of cost to the government and undue delays. This notice of intent is not a Request for Proposals (RFP), nor is an RFP available. Based on authority cited in 41 U.S.C. 253(c)(1) (FAR 6.302-1(a)(2)), award to the University of Pennsylvania without full and open competition is planned. See Numbered Notes 22 and 26.
