Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request For Quote (RFQ), solicitation number, F08635-02-M-0119 in accordance with FAR Parts 12 & 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. AAC intends to procure through open competition a Firm Fixed-Price Contract for modification of Government Furnished Property (GFP) parachutes. CLIN 0001: Parachute Canopy P/N 124Q006-1 modified to the Parachute Canopy P/N 62J22074 configuration, Quantity: 64 each, Unit Price: $__________. Total Amount: $__________. The GFP parachute to be modified is the main parachute used for recovery of the BQM-34A aerial target upon flight termination. The parachute is an 81.6-foot nominal diameter, 14.3 percent extended skirt parachute. The parachutes are being modified to add six (6) one-inch wide nylon lateral bands MIL-T-5038, Type IV around the outside of the chute starting at the top and proceeding down approximately 20 feet. The bands are being added to improve the parachutes' ability to absorb the shock of initial deployment and to prevent rips in the chute generated during deployment from propagating down the panel during descent. The government owns a drawing package for the parachutes configured with the lateral bands. Delivery requirement: FOB for this RFQ is Destination, which is government stores at Palmdale, CA, within 10 months after receipt of the GFP parachutes. The salient physical characteristics the modified product must meet are specified in the solicitation. To be considered for award, offers must demonstrate that: (1) they can provide a product that meets the salient physical characteristic specified in this solicitation; (2) they can deliver all modified parachutes on schedule, (3) they have adequate plant, professional, and manufacturing resources, knowledge of the technologies involved, and experience with manufacture activities on similar size parachutes. The Contracting Officer will evaluate each offeror on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. FAR 52.212-1 Instructions to Offerors-Commercial Items applies to this acquisition. The provision at FAR 52.212-2 Evaluation - Commercial Items also applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsive responsible offeror with the best value to the government. The clauses (1) 52.212-4, Contract Terms and Conditions--Commercial Items; (2) 53.232-33, Mandatory Information For Electronic Funds Transfer Payment; and (3) 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items apply to this acquisition. DFARS 252.212-7001 (Dec 2000), Contract Terms and Conditions Required to Implement Status of Executive Orders Applicable to Defense Acquisitions of Commercial Items; DFARS 252.204-7004 (Mar 2000) Required Central Contractor Registration; DFARS 252.225-7000 (Sep 1999), Buy American Act-Balance of Payments Program Certificate all apply to this acquisition.
