Description
The Air Force Flight Test Center (AFFTC), Edwards AFB, intends to solicit and award a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR 13, Simplified Acquisition Procedures, to PFG Microplex of Alta Loma, California. This acquisition is unrestricted. The Standard Industrial Classification Code is 3572. The NAICS code is 334112. The items to be procured are Rack-mountable Common Airborne Instrumentation System (CAIS) Ground Support Units (GSUs) manufactured by PFG Microplex. The items being purchased are required to support the instrumentation pre-flight/post-flight requirements and measurement troubleshooting in support of the F-22 EMD flight test program. The following configuration is required to meet unique F-22 data systems applications: Specification: 19? Rugged Rack Mount Computer Platform System with 8 ISA/ 4 PCI Slots available, Pentium Based 600 MHz PIII Processor, 128MB RAM, Internal 3.5 Floppy Disk Drive, 9GB SCSI Removable Hard Drive, 32x SCSI CD-ROM, ATTO SCSI Interface Card, 4MB Video RAM, Two RS-232 Serial Ports, Two USB Ports, Bi-directional Parallel Port, External PS/2 type keyboard and mouse, 350W system Power Supply. Interface Cards: The system shall support the following Common Airborne Instrumentation System (CAIS) hardware interface cards: Bit Sync/DECOM (full-length ISA), CAIS bus repeater (full-length ISA). SDLC (half-length ISA), CVSD DAC (full-length ISA), Sea Level RS-422 (half-length ISA) and SBS 1553 bus simulator (PCI half-length). Memory/IRO Requirements: The system shall have available memory from D0000-DF777 for user specific F-22 applications and have IRQ 5 available. The system software must support all instrumentation applications without any memory conflicts. The software programs to be supported are: Common Airborne Instrumentation System CAIS Global Software, Teletronics Technology Corporation (TTC) MCDAU-2000, Interleaver System Set-up by TTC, Calculus ARMOR, Mini_ARMOR by Aydin Vector, and Lockheed Martin DE-COM software. Keyboard/mouse: Drip-proof keyboard with external mouse assembly. 19? rack mount mounting tray for the keyboard. Operating System: WIN 98 Loaded. Monitor: 15? ruggedized 19? rack mount active matrix TFT Hi-resolution display panel 1024x768 with Anti-Glare EMI filter. Contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government?s requirement. In addition, the response should include any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12. Anticipated Award date is May 24, 2002. Responses must be received no later than (NLT) 4:00 p.m., Pacific Standard Time, May 23, 2002. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within 10 days of the publication of this notice. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Facsimile responses are acceptable and must be received on or before the closing date. Telephone requests to be placed on a mailing list will not be honored.
