NA THIS IS A SOURCES SOUGHT REQUIREMENT TO BE USED ONLY FOR MARKET ANALYSIS ONLY. NO SOLICITATION WILL BE AVAILABLE AT THIS TIME. SYNOPSIS: CULTURAL RESOURCES/ARCHAEOLOGY SERVICES FOR US ARMY CORPS OF ENGINEERS, SOUTH PACIFIC DIVISION. The purpose of this notice is to identify potential sources to provide cultural resources related services to the U.S. Army Corps of Engineers (USACE) for various Federal, State, and local agencies. It is anticipated that all or part of the following services will be required relating to cultural resources associated with various Corps civil works or military construction projects or other federal, state, and local customers. These services include l iterature searches, reconnaissance studies, intensive surveys, testing/evaluation programs, mitigation through data recovery, monitoring of construction, remote sensing (land and/or under water), preparation of exhibits/interpretive materials, physical ant hropological studies, collections management, evaluations of historic buildings and structures, preparation of HABS/HAER documentation including large format photography, oral history studies, socio-economic impacts, and compliance with Sections 106 and 11 0. It is anticipated a majority of the work will be located within South Pacific Division?s existing military and/or civil works boundaries (states of California, Nevada, Utah, Arizona, and New Mexico and portions of Colorado, Wyoming, Nevada, Oregon, Idaho, and Texas). The Government anticipates that up to two indefinite-delivery, indefinite-quantity (IDIQ) contracts may be awarded under the proposed solicitation. Each contract will include one base period and four option periods, for a total of five years. Not-to-exceed amounts for each contract are to be determined but may range from $300,000 to $750,000 per year. Potential sources must identify their business size and, if the firm is a small business, how it will meet the Federal Acquisition Regulations (FAR) requirements for limitations in subcontracting for the proposed solicitation (or for similar completed cont racts) that states ??at least 50% of the cost of contract performance incurred for personnel shall be expended for employees of the concern.? The North American Industry Classification System (NAICS) code is 541720 with a business size of $5 million. Potential sources must submit a capability statement of no more than 7 pages in length, which addresses the following key areas: MANAGEMENT (personnel/organizational staff experience, project management, etc.) ? (1) Potential sources must identify their management staff and plan for technical and administrative support of up to 10 concurrently open task orders with a potential valu e totaling approximately $1,000,000. (2) The management staff must be experienced in handling complex cultural resources services with a minimum of 5 years experience in work that is the same or similar to that listed above. Identify those projects submi tted under ?TECHNICAL? below, where the management and technical staff have gained the experience. Personnel categories anticipated to be required under this solicitation are project manager, principal investigator, field director, laboratory director, un derwater archaeologist, paleontologist, physical anthropologist, ethnologist, historian, historical architect, architectural historian, special studies consultant, technical analyst, archeological technician III (crew chief), archeological technician I and II (crew member/lab technician), archivist, collections manager, and conservator. Potential sources should address their ability to provide the listed classifications through their own resources or through subcontracts. Provide specific information on t he education level and project experience for the project manager, principal investigator, field and lab directors as a minimum. TECHNICAL - Potential sources must submit a list of recent projects that demonstrate their knowledge and past experience relating to all of the varying types of cultural resources services described above. Individual task orders under IDIQ contracts should be listed as separate projects. Submit only current and past clients no more than 4 years previous and inc lude a brief description, identify the capacity firm worked in on the project (prime or subcontractor), contract type (list by task order if IDIQ), contract or task order value, dollar value of work subcontracted, percent complete, if complete ? date compl eted, name and title of customer POC and current phone number. Identify those projects where the project management staffs have satisfactorily complied with the appropriate regulations and include the name of the Regulatory agencies, agency POCs, and thei r current phone number. BUSINESS SIZE - Potential sources shall identify if they are a large, small, 8(a) program participants, HUB Zone or veteran-owned businesses.
