- THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The Environmental Protection Agency (EPA) is performing a "market search" to determine potential sources in preparation for a future procurement. The EPA National Risk Management Reserach Laboratory (NRMRL) has a requirement for technical support to EPA's programs in waste management, tropospheric ozone, global climate change research, ecosystems assessment and restoration, management of environmental hazards, support for environmental decision-making, and improvement of environmental systems management. Services shall require P4, P3, P2, P1 engineers, scientists and chemists, and T3, and T2 technicians to conduct engineering and assessment studies, take environmental measurements at designated field testing sites, to improve the current state-of-knowledge of existing sources of emissions, and to conduct research on the possible use of chemical and biological agents in acts of terrorism (safe building research). The successful contractor shall provide all necessary labor, materials, services, equipment and facilities in support of these efforts delineated by the statement of work (SOW). It is anticipated that the resulting contract will be a Cost Plus Fixed Fee (CPFF) type consisting of a 9-month Base Period of up to 20,100 hours, two, 12-month option periods of up to 30,000 hours each, and one, 3-month option period of up to 9,900 hours, for a total maximum LOE of up to 90,000 hours for 36 months. The applicable NAICS code is 541710 with a size standard of 500 employees. Any interested firm should submit a capability statement which demonstrates the firm's ability to perform the the key requirements described above. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. In the capabilities statements, contractors should provide their size status for the above referenced NAICS, (i.e. large, small) and whether or not they are a certified hubzone, 8(a), women-owned, small disadvantaged and/or disabled veteran owned concern.
