Description
NASA/JSC plans to issue a Request for Quotation (RFQ) for an Engineering cost estimate of a mid L/D aeroshell design for Mars robotic missions. The work will be for a cost estimate for the design, development, certification, and delivery of first flight hardware unit for an aeroshell for a robotic Mars mission that does a direct entry into the Mars atmosphere followed by descent and a soft landing on the Mars surface. This aeroshell is a slender body configuration consisting of a nose section that is an ellipse of revolution attached to a cylindrical aft section with leeward section that is removed during flight. The overall aeroshell length is 7.7m with a diameter of 4.6m. The primary components of the aeroshell are the structure, thermal protection system, parachute system, propulsion system for attitude control, cargo attachment and separation systems, cruise stage attachment and separation systems, and launch vehicle attachments. Note that the parachute required will be deployed at higher Mach and dynamic pressures than those currently available for Mars. The development, testing and certification of this parachute system will be a major cost component for this slender body aeroshell configuration. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase the items from with Kinetic Stance, LLC This recommendation is made pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonable available from only one source. Competition is impractical because Kinetic Stance has the key personnel, who is currently the Principal Investigator of an MSR study featuring Aeroshell Entry Descent Landing systems. With extensive knowledge and years of working on this program, the key personnel is critical for this cost estimation work. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 20, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are acceptable in response to this notice. Responses shall be posted as amendments to the original synopsis. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
