Description

***The National Institute of Standards and Technology (NIST), Building Environment Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Plug Power Inc. of Latham , New York, for one (1) Residential Plug Power SU 1 5kWAC Testing Fuel Cell Unit, to enable NIST to develop a testing method for residential fuel cells. ***Sole source determination is based on the following: Power Plug Inc is the only known manufacturer who can provide commercially available equipment to meet the following specifications: (1) 2500 to 5000 watt alternating current electrical load while meeting a coincident thermal load of at least 12,500 BTU/hour; (2) 5kW of power capacity; (3) Unit powered by natural gas; (4) Ability to provide thermal energy by circulating water through a heat exchanger within the fuel cell unit; (5) Ability to be operated over an ambient temperature range of 0 to 100 degree F; (6) Emissions not to exceed 5 parts per million of NOx and 1 part per million SOx; (7) Operating noise level less than or equal to 72 dBa at one meter; (8) Unit shall be CSA International and UL Certified; (9) Power quality to meet or exceed IEEE 519 specifications; (10) Unit shall not exceed 2500 pounds. ***Delivery shall be FOB Destination, and shall be completed within 6 weeks after receipt of order. ***The North American Industry Classification System (NAICS) code for this acquisition is 335999, and the size standard is 500 employees. ***No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, responses received by May 31, 2002 will be considered by the Government. ***A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
