- This Modification corrects the response date. It should be May 30, 2002. The National Oceanic & Atmospheric Administration (NOAA) proposes to negotiate on a sole source basis a contract under the authority of 41 U.S.C. 253(c)(1) with Harvard-Smithsonian Center for Astrophysics, 60 Garden Street, MS-23, Cambridge, MA 02139 to provide research relating to the direct measurement of single line-of-sight Global Positioning System (GPS) Signal Delays. The Smithsonian Astrophysical Observatory (SAO) will perform an atmospheric study to determine, from first principles, the feasibility of directly measuring single line-of-sight GPS signal delays. SAO will consider approaches taken by other GPS investigators, and assess the strengths, weaknesses and accuracy of each approach. Using these assessments, NOAA will determine the overall utility of these techniques (in whole or part) to help measure single line-of-sight GPS delays. NOAA will also outline possible independent methods for validating the results of the study. A specific experimental procedure will be described, along with methods of analysis, and a demonstration of the expected accuracy of the validation. Preliminary results of the SAO study will be communicated to NOAA by October 1, 2002 and the final results will be presented by April 30, 2003. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (under $100,000). FAR Clauses in full text are at http://www.ARNET.gov/far/. Information submitted in response to the notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
