Description
CDC's National Institute of Occupational Safety and Health (NIOSH) in Cincinnati, Ohio has received an unsolicited Energy Savings Performance Contract Proposal in the Construction Range per FAR Part 36.204, Range $250,000 to 500,000.00. Companies that have been previously approved by the Department of Energy and are presently on the Department of Energy's current list of Energy Service Companies are invited to submit an Energy Savings Performance Proposal, which accomplishes the following energy conservation measures: Lighting Retrofit -The Government will request the contractor to completely retrofit all fluorescent lighting fixtures at the Taft and Hamilton Facilities that have not already been converted from T-12s with magnetic ballasts to T-8s with electronic ballasts. All four (4) tube fixtures that will be retrofit shall be rewired and equipped with two (2) new electronic ballasts, one (1) to serve the two (2) outer tubes, and one (1) to serve the two (2) inner tubes; Flue Gas; Economizers-Shall be furnished and Contractor will install three (3) flue gas mounted feed water economizers, one (1) each in the flue of each of three (3) flues extending from the existing 125 HP natural gas fired boilers. Work shall include but not limited to connecting the new flue gas economizer coils to the existing feed water piping. Relief valves and thermometers are required on all three (3) economizers. Insulation of new feed water piping is required; Energy Management System-Due to portions of the Johnson Metasys Direct Digital Energy Management Control System existing at both the Taft Laboratory and the Hamilton Laboratory, and NIOSH has purchased Johnson Metasys components to be incorporated in the new DDC system, the new system shall be Johnson Metasys. The Government is requesting a complete functioning new Johnson Metasys Direct Digital Energy Management Control System shall be designed, furnished and installed at both the Taft Laboratory and Hamilton Laboratory. Sample control diagrams shall be submitted for both Taft and Hamilton Laboratories with the offeror's proposal. Interested contractors who are on the Department of Energy's Qualified List of Energy Service Companies dated October 31,2001, are requested to contact Contract Specialist Susan Varga-Sinka, The Centers for Disease Control and Prevention (CDC), Contracts Management Branch, Construction, Facilities Management Branch, Koger Center, Colgate Building, MS K-71, Room 3000, Atlanta, Georgia 30341-5539 or by email SVarga-Sinka@cdc.gov. A site visit may be arranged at the Cincinnati NIOSH Laboratory site upon contact with the Project Officer David Mersch, 513-533-8301, Cincinnati, Ohio. Applicable North American Industry Classification System (NAICS) code to this advertisement is 561210. This is not a written solicitation. All interested parties from the DOE Listing shall request a package for RFP: 2002-N-00428. All interested parties shall answer a NIOSH Energy Savings Performance Contracting Questionnaire, which will be made a part of the solicitation package, showing evaluation data for award of this contract. The method for evaluation criteria on each RFP will be based on each question of the NIOSH Energy Savings Performance Contracting Questionnaire (count 60% of evaluation and Project Cost 40% of evaluation). The Government will evaluate individually for completeness and total compliance with the solicitation package. A best value determination will be made comparing the submitted proposals, along with the requirement for sample control diagrams for both Taft and Hamilton Laboratories with any offeror's proposal. The vendor shall provide all information requested to the Contracting Officer prior to award of this contract. Offerors are instructed specifically to contact only the solicitation contracting office in connection with any aspect of this requirement prior to contract award. All package requests will only be accepted in writing or emailed to the address stated above. No fax or telephone acceptance will be honored. All request should be received NLT than May 31, 2002, 2 PM (EST). Solicitation will be mailed out on or before June 10, 2002 and award will be made on or before July 31, 2002.
