Description
The United States Coast Guard intends to award a sole-source contract to Marine Electronics Solutions, Inc. (MESI), 901 Edwards Avenue Suite 500, New Orleans, LA. 70123 to purchase the shipset kits (electronic) necessary to retrofit twenty eight each, 87 Foot Class Coastal Patrol Boats with a secondary or back-up Transas NaviSailor ECDIS paperless marine navigation system including all hardware, and peripheral equipment kits to support the software. This requirement is 100% set-aside for small business concerns. The North American Industry Classification Standard (NAICS) is 334511 and the small business size standard is 750 employees. Specifications, plans or drawings relating to this procurement are not available and cannot be provided by the Government. This information is proprietary to Transas Marine Ltd. and is available only through its authorized distributor Marine Electronics Solutions, Inc. These parts are necessary for full compatibility with the existing navigation system and will serve as a redundant navigation system in the event of a failure of the primary navigation system. The secondary navigation system shall fully integrate and function in concert with currently installed shipboard radar systems, GPS receiver, DGPS receiver, Fathometer, gyrocompass, speed log, and anemometer. Subject retrofit will standardize this class vessel to a fully paperless navigation system. Twenty-eight Transas NaviSailor ECDIS back-up systems including all associated hardware, and peripheral equipment kits to support the software will be purchased. No substitutes shall be considered at this time. Offerors who can furnish the identical Transas NaviSailor ECDIS navigation system listed above may submit, in writing, a proposal substantiated by technical data, brochures, pictures, etc., to include licensing and pricing data. All responses must be received within 30 calendar days of this notice, addressed to United States Coast Guard (USCG), Contracting Officer, USCG Coastal Patrol Boat Project Resident Office, P.O. Box 558, 8365 Highway 308, Building 25, Lockport, LA 70374-0558. There is no solicitation available at this time. All responses submitting the required information will be fully considered. As a result of analyzing responses to the synopsis of intent, the Contracting Officer may determine that the action may be competed. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is issued pursuant to FAR 6.302-1 and TAM 1206.302. See Numbered Note 22. Award shall be made by the close of business on 14 June 2002. Delivery shall be FOB Destination to the United States Coast Guard (USCG), Contracting Officer, USCG Coastal Patrol Boat Project Resident Office, P.O. The Department of Transportation (DOT), Short Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
