Description
The U. S. Coast Guard Civil Engineering Unit Juneau plans to issue a Request for Quotation for the procurement of services to design and provide a new power distribution system and remote monitoring and control system for the AC power generating system located at U.S. Coast Guard Cape Hinchinbrook Light Station, Alaska. Services include investigation, design, construct, program, test, transport, install and commission a new main power distribution switchboard and control system capable of being locally and remotely operated and monitored. The monitoring and control system shall be designed to be compatible with that currently installed at the Coast Guard remote site at Potato Point, Alaska and U.S. Coast Guard Marine Safety Office (MSO) Valdez, Alaska. The existing Potato Point monitoring and control system consists of a SCADA system with the main control and monitoring computer console located at the MSO located in Valdez, Alaska. The existing electrical system at Cape Hinchinbrook is comprised of two 15.7 KW single-phase station generators and a local generator control system. The existing electrical system is provided with minimal remote monitoring. Services include replacement of the generator control switchboard, main power distribution panel, station distribution panel, radio hut distribution panel and provide a new programmable controller and SCADA system for generator control and monitoring. The proposed contract action is for services the Government intends to acquire as a commercial service item using FAR Part 12 and FAR Part 13.5 TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS. The NAICS Code 335313 is assigned. The size standard is 750 employees. All qualified responsible sources may submit a quote, which shall be considered by the agency. This solicitation will not be issued in paper form. Telephone requests will not be accepted. All relevant solicitation documents, including specifications and drawings may be accessed for download beginning on the date of issue (estimated to be May 24, 2002) from the Government-wide Electronic Posting System website (FedBizOpps) at http://www.eps.gov. Any amendments issued to the solicitation will be posted solely on that website. Prospective quoters are responsible for checking the website for amendments up to the date and time quotes are due. Companies not having the capability to download solicitation documents may refer to a list of printers available through the Tri-Service Solicitation Network, http://tsn.wes.army.mil/TSNSolicitationPrinting.asp. Printers on this list can download and print drawings and other solicitation documents for a fee. DOT's Bonding Assistance Program (BAP) offers bid, performance and payment bonds on contracts up to $1,000,000. DOT's Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $500,000.00 with interest at the prime rate.
