Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A quote is being requested and a written solicitation will not be issued. Solicitation number F34612-02-Q-1002 is hereby issued as a Request for Quote . The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 02-06. This acquisition is a 100% small business set aside and is under North American Industry Classification System code 443112, with a small business size standard of $6.5. 1. The 58 AS has identified the need to replace the existing video/audio equipment in the Airlifter Auditorium in building 194. The equipment currently being used is outdated and very unreliable. The following information is a description of the current system. 2. The current configuration contains two screens side-by-side that measure 7 ft. X 5 ft. Also the projector is a N-View DLP connected to a Symphonic VCR and an Emerson amplifier. The sound system does not work, the projector works about 50% of the time and one of the two screens was broken years ago and replaced with a substitute material that does not work with a projector. Only one side of the system is ever used. All associated equipment will be replaced except the computer. The existing computer will be used for the new video/audio system. 3. Requirement: Remove existing screens and install new screen in center of opening. Frame the opening for new screen with matching oak trim. Build and install acoustically transparent panels (20 inch to 24 inch wide) on each side of the new screen to allow for speaker mounting behind them. Install equipment rack, and a touch screen control component to allow programming and operation of all equipment from either a hand held touch panel or a podium-mounted monitor. Install podium/wall mount laptop interface connector with switching control. Install rear mounted projector on-axis and calibrate. Install the sound system and mount speakers. Provide up to 8 hours of training with a 24-hour response time for service at no charge for the period of one full year from the date of installation and approval. 4. The requirement to have a reliable, high quality video/audio is paramount. The equipment should be easy to operate, have wireless controls, touch screen interface and installed by the awarded contractor. All equipment must be compatible with a standard PC that will be provided by the Government. This computer will be very capable to provide support for this video/audio system. 5. This is a description of the requirements for the video/audio equipment. Projector--1000 Lumens, 600:1 contrast ratio, 1,365 X 1024 pixel resolution, digital inputs, (HDTV 480i, 480p, 720p and 1080i formats.) Rear Projection Screen--120 inch x 60 inch screen and frame, high-resolution 1/4 inch acrylic, 1.0 gain w/180 degree viewing. Video Processing?must be VGA/Super VGA/XGA interface. Surround Sound System--VCR HiFi Stereo, DVD player, receiver, left/right front channel speakers, center channel speaker, four surround speakers, powered subwoofer. System Integration and Contro--wireless keyboard w/40 ft. range, wireless mouse, integrated control system w/extended memory, accessory rack, power supply, wireless touch panel, touch panel screen. Cabinet--equipment rack, vented locking door, caster base, utility drawer, four utility shelves. 6. Floor plans are not available. This is a description of the room. Room size = 25 ft wide x 50 ft long x 9 ft high Stage size = 25 ft wide x 4 ft deep x 18 in. tall Screen size = side be side 5 ft. x 7 ft., 12 in. from ceiling, 18 in. from stage surface A site visit will be on 23 May, at 2:00 P.M. CST and attendance is mandatory for award consideration. To request access to Altus AFB, submit on company letterhead the following information: Full Legal Name; Driver License Number with State of Issue for each person wishing access for the site visit. This information shall be faxed to (580) 481-7472. Telephonic requests shall be denied. To gain access to the installation, arrive at the south gate no later than 1:30 P.M. CST. You will be provided an escort to the site. The award will be based on the best value for the government. Please provide FOB destination pricing. Include shipping in the cost of each item not a separate line item. The following clauses and provisions are incorporated and are to remain in full force in any resultant purchase order: FAR Clause 52.212-1, Instructions to Offerors- Commercial Items (Oct 2000). It is incorporated by reference and applies to this acquisition. It is amended to read: Submit signed and dated offer to 97 CONS/LGCA, 205 S. 6th St. Bldg. 318, Altus AFB OK 73523-5147 at or before 1630 (4:30 P.M) CST, 30 May 2002. Submit dated quotations on company letter head or quotation form. Quotations may be faxed to (580) 481-7472. Each offeror shall include a completed copy of the provisions at FAR clause 52.212-3, Offeror Representations and Certifications--Commercial Items (Apr 2002) with the quotation. If a copy of the provisions are needed, the can be found on arnet.gov/far. FAR clause 52.212-4 (Feb 2002), Contract Terms and Conditions--Commercial Items, is incorporated by reference and applies to this acquisition with the following addendum: DFARS 252.204-7004 Required Central Contractor Registration (Mar 2000). The clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items (Apr 2001)and its deviations (May 2001) applies to this acquisition and is incorporated by reference. Paragraph (b) of the clause incorporates by reference the following FAR clauses: 52.211-6, Brand Name or Equal, 52.222-3, convict labor (E.O.11755), 52.233-3, Protest After Award (31 U.S.C. 3553); 52.222-21, Prohibition of Segregated Facilities (Feb 1999); 52.222-26, Equal Opportunity (E.O. 11246); 52.225-1, 52-225-3, Buy American Act ?Supplies (FEB 2000); 52.232-33 Payment by Electronic Funds Transfer - - Central Contractor Registration (31 U.S.C. 3332); DFARS Clause 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (Apr 2002). A Firm-Fixed Price purchase order will be issued in writing. No telephonic responses will be processed.
