Description
This is a sources sought announcement to identify potential domestic sources and gather information on current capabilities within the domestic market. This notice is neither a solicitation for, nor request for competitive proposals. Under the authority of Title III of the Defense Production Act (DPA) (50 U.S.C. App. 2061 et seq.), the Title III Program Office, Air Force Research Laboratory, Manufacturing Technology Division (AFRL/MLM) is contemplating a procurement to productize a radiation hardened (Rad Hard) version of an advanced (240-300 MIPS, single chip) commercial microprocessor, in order to meet military requirements. The Rad Hard version of the commercial microprocessor must be derived from licensed commercial design Intellectual Property to ensure compatibility and reduce risk. The Rad Hard microprocessor must be able to fully utilize the corresponding commercial microprocessor software infrastructure (i.e. operating systems, compilers, development environments, legacy code, etc.). Under the authority of the DPA, any potential acquisition is restricted to sources with domestic production capabilities. The principal objectives of this potential project are for the productization and qualification of rad tolerant and rad hard microprocessors at a device feature size of 0.25 mm and 0.18 mm while concurrently working towards achieving independent financial viability by addressing the needs of both government and commercial customers. The government contemplates that the project will consist of three phases, each lasting approximately 16 months. Interested parties should have documented expertise and existing capability in the design, development, and domestic production of radiation hardened (greater than or equal to 1 Mrad, greater than or equal to 1E9 rad/s) microprocessors and should identify their interest and capability to respond to the requirement by submitting the information required under note 25 below. All submitted information should be limited to no more than 25 pages, one-sided, minimum font size 12 and should be sent to Sheila Titer, Contract Negotiator, at (937) 255-0405, facsimile (937) 255-5302 or via e-mail at sheila.titer@wpafb.af.mil by 07 Jun 02 at 1500 EST. Submittals via e-mail are preferred. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In addition, a security clearance will be required. Interested parties must maintain, or have the ability to provide, secure facilities and possess, or have the ability to obtain, a US Secret level security clearance. The NAICS Code for this action is 334511 with a size standard of 750 employees. An Ombudsman has been appointed to hear concerns from potential sources. The purpose of the Ombudsman is not to diminish the authority of the program director or Contracting Officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of the information.
