Description
This proposed contract is advertised on an UNRESTRICTED basis inviting full and open competition. POC: Stephen L. Cannon, Contract Specialist, Code ACQ11.SLC, Larry R. Fisk, Contracting Officer, Code ACQ11. The Government will evaluate proposals using source selection procedures with the intent to award a firm-fixed price contract to the responsible offeror whose proposal, conforms to the solicitation, as the Best Value to the Government, price and technical factors considered. JOB DESCRIPTION: This project provides for the construction of a new Air Traffic Control Tower (ATCT) facility at Barksdale Air Force Base, Louisiana. The ATCT will consist of a new twelve (12)- story tower (approximately 139 ft) 8,300 square foot tower and an adjacent walled mechanical yard. The proposed structure shall consist of eleven administrative and equipment levels, plus a catwalk and cab level. The cab level finish floor is slab with precast concrete load bearing shear walls up to the catwalk level. Above the precast concrete shaft, the catwalk and cab framing shall be a 3-D steel rigid frame with steel roof decking. The sloped portions of the roof will be standing seam metal. The tower will have a masonry veneer base with precast concrete accents at the lower two levels. The upper portions will be stucco. Utilities include water, sewer and electrical services and incidental related work. Additional project requirements include fire detection/suppression, HVAC, and elevator. Site improvements include sidewalks and landscaping. The maximum allowed construction completion schedule is 365 days from notice to proceed. Estimated cost is between $3,700,000.00 and $4,100,000.00. PRE-PROPOSAL CONFERENCE: A pre-proposal conference and site visit has been tentatively scheduled for 19 June 2002, 1000 hours, at Barksdale Air Force Base, Louisiana Further information will be stated in the solicitation. Each proposal shall contain the offeror's best technical proposal and best price. Award will be made to the offeror whose technical and price proposal offers the best overall value to the Government, without discussion of such offers. The technical proposal is equal to the price proposal and will be evaluated as set forth below. Proposals shall include sufficient detailed information to allow complete evaluation. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the offeror. All Factors are equal in significance. The evaluation factors and significant elements are as follows: Factor 1 Past Performance, Factor 2 Small Business Subcontracting Effort, Factor 3 Technical Qualifications, and Factor 4 Technical Approach with Element A - Construction Time, Element B - CPM Schedule, and Element C - Experience Modifier Ratio. Large businesses competing for this project must comply with the FAR 52.219-9 Clause regarding the requirement for Subcontracting Plan on the part of the work that it intends to subcontract. The recommended goals for subcontracting are 65% for Small Business. Of the total subcontracted effort, the goals are a minimum of 14.5% for Small Disadvantaged Businesses, 13.6% for Women-Owned Small Business, 3% for Veteran-Owned Small Business, 3% for Service Disabled Veteran-Owned Small Business, and 2.5% to HUBZone firms. A firm that submits a plan with lesser goals must submit written rationale to support goals submitted. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; to award the contract to other than the proposer submitting the lowest total price; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED THAT THE GOVERNMENT INTENDS TO EVUALUATE PROPOSALS AND AWARD WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most FAVORABLE terms. Proposers should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED FOR SPECIFICATIONS OR DOCUMENTATION. RFP ISSUE DATE: The Government intends to issue the Request for Proposals on or about 30 May 2002. Proposals will be due around 03 July 2002. The exact date will be stipulated in the RFP. NOTE: Since the Government intends to issue the solicitation through the use of the Internet, offerors must register on the Internet at http://www.esol.navfac.navy.mil. Prospective offerors may access the entire solicitation postings, including the plans and specs, on the Internet for viewing and downloading through the above referenced link, although the download time may be excessive. Offerors may also purchase Electronic Copies of the plans and specifications in a compact disk format (CD ROM) from the Defense Automated Printing Service. The official plan holders? list will be maintained and can be printed from the web site. Amendments will be posted on the web site for downloading. This will normally be the only method of distributing amendments; therefore, IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION.
