DESC: This is a combined synopsis / solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) SubPart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation (a Request For Quotations-RFQ), Quotation Number is OPM-RFQ-02-0025. The Request for Quotation Document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) # 97-22c. SCOPE OF PERFORMANCE: The U.S. Office of Personnel Management, Office of Contracting and administration Services, is requesting quotations from interested firms to remove and replace in duct heating coils, piping, refurbish air transferring duct and balancing the entire air system for the basement floor level according to engineered specifications and drawings to its Facility Service Division. This procurement is set aside 100 percent for small business. The NAICS code for procurement is 235110, Plumbing, Heating and Air Conditioning Contractors, and the size standard is $ 7 million in average revenues. The services will be performed at the Theodore Roosevelt Building (TRB), Washington, DC. A wage determination has been sent out and The Davis-Bacon Act will apply. The contractor shall be fully responsible for selecting and supervising his employees, however, neither the contractor nor his employee's responsibilities under the contract may exceed the limits of the TRB Building Manager's direction, except in circumstances involving personal safety or protection of property. This contract will be subject to U.S Department of Labor Service Contract Act Wage Determination 94-2103, Revision "latest". The provision at FAR 52.212-1, Instructions to Offers-Commercial is incorporated by reference and applies. In the provision at FAR 52.212-2, Evaluation-Commercial Items, is incorporated by reference and applies. The following information is inserted in Far 52.212-2: Award will be made based on a combination of two factors of approximately equal importance: technical (including past performance) and price. Interested firms must include a completed copy of the provisions at 52.212-3; Certifications and Representations- Commercial Items shall apply. The clause at FAR 52.212-5 Contract Terms and Conditions required to implement statutes or executive orders apply. Please provide a statement on your quotation that you accept the terms of this synopsized solicitation OPM-RFQ-02-0025 without qualification. Minor adjustments in the approximate start date shall NOT be grounds for disapproval, based on mission impact evaluation by the USOPM. State minor adjustments/deviation in start date, if necessary. Failure to state deviation will constitute acceptance of USOPM starting date. Interested firms are invited to quote a fixed price for this project and engineered plans; specifications and scope of work can be obtained by contacting Steve Ruther at 202-606-1616. A site visit may also be arranged. The deadline for responses is 3:00PM (EDT) on 05/31/02.
