- Description
- The Department of Energy (DOE), Office of Plutonium, Uranium, and Special Materials Inventory (SO), is conducting a market survey to seek contractor competencies for technical review and analysis of nuclear material inventory data.? This proposed acquisition is a 100% set aside for small business concerns. The contractor performing this tasking shall have, prior to start of any task work awarded under the contract, ?Q? security clearances for all key technical personnel. The contractor performing this task shall have key technical personnel with Ph.D.-level educational experience as well as demonstrated knowledge of statistical analysis and its use to determine verification and validity of nuclear material inventory data. Additionally, contractor technical personnel shall have extensive knowledge of: the DOE/DOE-NNSA-wide complex; its mission, policies, and functions, material control and accountability procedures; nuclear material measurement methods; measurement control programs and indicators, and physical inventory methodology. Contractor technical personnel shall have extensive knowledge understanding nuclear material accounting systems, information data flow, reporting procedures, and data reconciliation to ensure accurate and verifiable inventories. Following sites visits, reviews, and examination of data, the deliverables under this proposed tasking will consist of individual reports summarizing the technical analysis performed, identification of issues, and proposed resolution. This tasking is to be performed on an as-needed basis, with an annual estimated direct productive labor hours (DPLH) of 1,000. The North American Industry Classification System (NAICS) code for this proposed effort is 541690 and the small business size is $6.0 Million. This announcement is not a Request for Proposal (RFP), but is provided as information to the marketplace and is an invitation for expression of interest in competing for award to perform the services stated above. All interested parties are hereby invited to submit a capability statement of no more than five (5) pages to demonstrate their capability to provide the services stated above. All such capability statements shall be received via E-mail to the attention of Mary Wideman at mary.wideman@hq.doe.gov no later than May 31, 2002. Companies responding must indicate their business size.
