Description
It is the intention of this solicitation to obtain maintenance services to the Heating, Ventilation and Air Conditioning (HVAC) system; and electrical system including emergency generators at Bldg. W-143, Sewells Point, Norfolk, Virginia. The United States Navy and the United States Marine Corps have acquired a contract to deliver comprehensive, end-to-end information services through a common computing and communications environment. The contract ensures the transmission of voice, video, and data information. Electronic Data Systems Corporation (EDS), 13600 EDS Drive, Herndon, VA 20171, has been awarded the contract to perform the required services. In addition to EDS performing the service to provide comprehensive information technology capabilities, EDS has been tasked with maintaining a proper environment for the mainframe equipment that is housed in allocated spaces provided to the contractor. A memorandum of understanding (MOU) between Commander Navy Region, Mid-Atlantic (CNRMA) and NMCI contractor (EDS) is established to provide on-site maintenance (emergency service, recurring, and preventative) of all systems within the government furnished facility that was allocated to support this operation. Because of the MOU, EDS maintains the HVAC systems and generators to support the computer equipment in their allocated spaces. Support for the remainder of the building?s HVAC systems and generators not associated with the NMCI contract are the subjects of this requirement. Systems specifications indicate that all the HVAC systems and generators are on the same circuit and there are no separate controls to regulate the flow of air condition or the heating system. Since EDS maintains their portion of the systems, it would only be feasible for EDS to maintain the entire system throughout the building. If the government elects to procure services from a separate contractor, there would be no way to determine where EDS level of responsibility ends and where the other contractor?s level of responsibility begins. This proposed contract action is for the services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6-302.
