- See Notes 22 and 26. The Multi-Wavelength Nephelometer will be used in conjuction with a LIDAR system that is being developed by the Forest Service, Fire Chemistry Work Unit (RWU-4404). The LIDAR system will be used to remotely measure various properties of smoke aerosols in plumes and in widespread regional haze layers resulting from vegetative burning. LIDAR measurements are stongly dependant on the optical properties of the smoke aerosols. To achieve good estimates of particle concentration using LIDAR techiniques, the light scattering characteristics of the aerosol in the near field, a Multi-Wavelength Nephelometer is needed. The Nephelometer must have a visible range between 435 and 740 nanometers (nm); have a minimum of three wavelengths with at least one measurement each in the following wavelength ranges: 435-500 nm (blue), 520-565 nm (green), and 625-740 nm (red); have a scattering coefficient measurement range (60 seconds) of 5.0x10^-7 meter^-1<>5.0x10^-3 meter^-1; have a scattering angle (normal operation) of 10<>170 degrees; have additional sensors for sample temperature and RH; have the ability to mesasure solid and non-volatile liquids; have an aerosol temperature range of 10-30 degrees centigrade; have a non-condensing relative humidity/temperature range of 10% to 90% RH; have an internal or supplied external pump; have an instrument operating temperature range of 10<>30 degrees centigrade; have a non-condensing instrument operating humidity range of 10% to 90% RH; have a minimum size and weight; and have the internal or external supply power of 110 to 120 VAC, 60 cycle, minimum wattage, In addition, the Nephelometer must include software to process and store the data measured by the instrument. Graphical interface software should be included to display the scattering for each wavelength measured. 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days (30 days if award is issued under an existing basic ordering agreement) after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is soley within the discretion of the Government. Information received will normally be considered soley for the purpose of determining whether to conduct a competitive procurement. 26. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its soliciation for the described supplies or services. However, interested persons may identify to the Contracting Officer their interest and capability to satisfy the Government's requirement with a commmercial item within 15 days of this notice.
