Description
The U.S. Department of Commerce, NOAA's Office of Research and Technology Applications (ORTA) intends to negotiate on a non-competitive basis with Leon LaPorte to support the NOAA ORTA for specific technology transfer and Small Business Innovation Research program needs in the following areas: (1) Assist he DOC/SBIR Program Manager in the management of all phases of the annual cycle of the SBIR program; (2) Assist in proposal reviews for Phase 1 and Phase 2; (3) Represent the DOC/NOAA at the National SBIR conferences, participating in one-on-one meetings; (4) Obtain research topics from NOAA labs, edit them and incorporate them into program solicitation; (5) Write, edit, produce, illustrate, train the replacement, and publish on the web the FY03 DOC/NOAA SBIR solicitation; (6) Respond to telephone and email request for sources of Government support; (7) Assist with Phase letters to awardees; (8) Coordinate arrangements for business to come to Silver Spring to present their NOAA Phase 2 proposals; (9) Provide technical advice and assistance; (10) Assist NOAA inventors with patenting procedures, commercial aspects, licensing, obtaining legal advice, and ensuring payment of maintenance fees; (11) Train replacement in the development of the NOAA input to the report of the Secretary of Commerce on the Technology Transfer Commercialization Act of 2000; (12) Participate in the Federal Labor in the Federal laboratory Consortium by attending the National meeting and soliciting NOAA laboratories. Any contractor assuming these duties must have intimate knowledge of the ORTA operations for the past two years, more than one year experience, experience in the processing of patents and licenses from invention disclosure to collection of royalties, and have experience in the establishment of Cooperative Research and Development Agreements (CRAAs). Vendors who believe they can satisfy this requirement are invited to submit, in writing, an affirmative response demonstrating the ability to immediately assume the above duties without disruption to the current operation and demonstrating a cost benefit to the Government. Any written response must be receive no later than 15 days after the publication of this synopsis. In order to be considered responsive, the correspondence must be accompanied by a written narrative statement of capability, including detailed technical information and other technical literature, sufficient to permit agency analysis in order to determine a bona fide capability to meet the Government's requirements. Responses without the required documentation will be considered non-responsible.
