Description
I. INTRODUCTION ? Bechtel, BWXT Idaho LLC (BBWI), Management & Operating Contractor of the INEEL, is requesting an EOI from prospective Vendors to provide bench scale steam reformers to support decisions on sodium bearing waste treatment and disposal. This EOI shall serve as a method of screening potential Vendors; allowing only qualified candidates to receive a formal Request For Proposal (RFP). II. BACKGROUND - The INEEL is a U.S. Department of Energy (DOE) National Laboratory located approximately 50 miles from Idaho Falls, Idaho. The INEEL is interested in methods to process sodium bearing waste in preparation for transport. It is proposed that two separate fluidized bed bench scale steam reformers be provided to support process demonstration testing. A six inch (nominal size of piping) and a four inch reformer will be procured, fabricated , assembled and functionally tested based on a performance criteria provided by BBWI. The six inch reformer will then be utilized for demonstrations in Idaho Falls, Idaho. The four inch reformer will be shipped to Hanford, Washington. III. PERFORMANCE CRITERIA - Information is sought to identify prospective Vendors with the capabilities to assemble two bench scale steam reformers in Idaho Falls, Idaho based on the performance criteria provided by BBWI. The Vendor shall provide a facility to assemble and test the reformers. Scope includes required design, procurement of materials, fabrication of components, assembly of the reformers, functional testing, environmental compliance, and operational support during process demonstrations by technical vendors. Process demonstrations are expected to occur intermittently from September 2002 through September 2003. Some demonstrations will include a minimum 100 hours of continuous operation. The steam reformers that are fabricated under this prospective acquisition shall remain the property of BBWI. IV. SUBMITTAL REQUIREMENTS - It is the intent of this EOI to identify candidate Vendors who have previous experience in steam reforming processes and can provide bench scale steam reformers in a subcontractor provided facility (located in Idaho Falls, Idaho) available for process demonstrations. Prospective Vendors shall provide: 1) A description of current knowledge or capabilities related to steam reforming technologies that can be applied to successfully perform the tasks as described under Section III ? Performance Criteria. 2) A minimum of one reference who represents a direct client of your firm to validate past experience regarding steam reforming and performance satisfaction. 3) Provide information on a proposed location for assembly and demonstration testing at Idaho Falls, Idaho. 4) A ROM schedule to address the earliest date equipment could be assembled and functional tested. 5) Identify your firm?s currently approved Quality Assurance (QA) programs and/or industrial QA certifications (example: ISO 9000). 6) Verification that your firm has the ability to handle/process RCRA components and can obtain any required permits. Again, it is the intent of this EOI to only solicit formal proposals (through the RFP process) to candidate firms who successfully comply with the requirements of this EOI.
