- Description
- The U.S. Department of State (DOS), Office of Logistics Management, on behalf of the Office of Overseas Buildings Operations, is seeking qualified elevator engineering firm(s) to provide professional services as required. Selection shall be made in accordance with Federal Acquisition Regulation (FAR) Part 36 for Architectural and Engineering services. Up to two (2) indefinite quantity/indefinite delivery contracts (IQCs) will be awarded. The contract period will be one base year from the execution of the contract with four additional option years. Task orders for each proposed elevator engineering requirement will be placed against the contract on an as-needed basis and individually negotiated. Under each of these contracts, the Government guarantees a minimum of $5,000 for the life of the contract. The maximum dollar value of each of these contracts shall be $400,000 for the base year and each option year. Contract duration shall not exceed five years. The total contract value shall not exceed $2,000,000. The Department of State (DOS) reserves the right to cancel this solicitation if it deems that no offers received by the closing date adequately meet the requirements described in this solicitation. The successful firm(s) shall provide elevator engineering expertise and services at existing facilities at various Department of State (DOS) buildings overseas. Professional services may include resolution of difficult elevator engineering problems; elevator site surveys; building (elevator) traffic analysis; CAD-generated design drawings for new elevator installations as well as elevator reconstruction, upgrade and modernization projects; preparation of detailed specifications and Statements of Work for elevator reconstruction projects; accident investigation and expert court testimony; engineering analysis/review of shop drawing submittals. The selected firms shall be responsible for developing cost estimates and bills of materials, as well as providing inspection, quality assurance/control, and testing services at overseas facilities. As part of the survey/design work, the professional elevator engineering firm shall be required to prepare written reports, drawings, specifications, estimates, data, complete construction packages, and other documentation. Projects shall be designed in both SI (i.e., metric) and Imperial units. Construction documents shall be submitted with AutoCAD 2000 in DOS format for each submission. For performance of this contract, the following personnel will be required: principal; senior elevator engineer; elevator engineer; certified elevator inspector CADD technician; and clerical assistant. Personnel performing inspections must be certified in accordance with ANSI/ASME QEI-1 standards, and the inspections/tests being performed shall be in accordance with the ASME A17.1 Safety Code and the ASME A17.2 inspection procedures. No maintenance, repair or other hands-on work is involved. In order to be eligible to perform under this contract, the successful offeror must possess or be able to obtain a Department of Defense (DoD) Top Secret facility clearance (FCL), issued in accordance with the National Industrial Security Program Operating Manual (NISPOM), DOD 5220.22-M. Specifically designated personnel assigned to this contract must also possess a Top Secret personnel security clearance issued by the Defense Industrial Security Clearance Office (DISCO). Subcontractors which will require access to classified information must also possess a DoD Top Secret FCL. All offerors will be required to comply with security requirements as detailed in the NISPOM. If a selected offeror does not possess the necessary FCL, the Department of State will sponsor the firm for an FCL. Sponsorship does not guarantee that the firm will receive the clearance. A period of six calendar months from selection of the final offeror will be allowed for this offeror to obtain the necessary FCL. After this period the Government may consider awarding the contract to another firm. Firms/teams responding to this announcement on or before the closing date will be considered for selection using the following evaluation criteria ? (100 points maximum): a) Specialized experience and technical competence in the elevator industry of key individuals. This includes, but is not limited to, work experience for a manufacturer of elevator equipment, a company that constructs/services elevators, an organization inspecting/testing elevators, and/or an elevator consulting firm. (25 points) b) Professional qualifications necessary for satisfactory performance of the required services. This includes, but is not limited to, the education (e.g. engineering baccalaureate/masters degrees), and qualifications (e.g., certificates for QEI or CADD Training) of personnel who will work on this contract . (20 points) c) Experience in preparing detailed specifications for elevator projects involving new elevators (in new office buildings), total replacement of existing elevators, and modernizing/upgrading existing elevators. The applicant can demonstrate this by including one (1) sample specification which was previously prepared for one of the firm?s clients. The sample specification shall be on letter sized (i.e., 8.5?x11?) paper (11?x17? drawing size paper is acceptable) and shall not exceed 50 pages in length. It is preferred that the sample specification contain drawings/sketches which have been generated by a Computer Aided Design (CAD) system. Sample reports exceeding the quantity or description stipulated will not be evaluated. (20 points) d) Experience in evaluating , inspecting and testing elevators and preparing comprehensive engineering evaluation reports suitable for presentation to both engineers and non-technical professional personnel. The applicant can demonstrate this by including one (1) sample report which was previously prepared for one of the firm?s clients. The sample report shall be on letter sized (i.e., 8.5?x11?) paper and shall not exceed 30 pages in length. Sample reports exceeding the quantity or description stipulated will not be evaluated. (15 points) e) Past performance on contracts in terms of cost control, quality of work, and compliance with performance schedules. (Although previous or ongoing performance of a similar if U.S. Government contract is not a requirement for firms responding to this solicitation, if such contracts have been performed, the offeror must have performed at a satisfactory level, at a minimum.) For each project identified in the responses to evaluations criteria, provide the name, address, and current telephone number of client representative and identify which members of the firm participated in the project. (10 points) f) Previous experience with overseas projects and knowledge of foreign building codes and standards and construction practices. Applying firms should list the type of project (e.g., new, replacement, modernization or upgrade), the number of elevators involved, building type (e.g., office, apartment, residential, or warehouse), total construction value, applicable codes and city/country where the project occurred. (5 points) g) Capacity to accomplish the work in the required time. This includes sufficiency of staff and technical resources available for this contract and not committed to other contracts; the firm's current and future workload; the ability to accomplish the work with minimum oversight by DOS. (5 points) Failure to address each of the evaluation criteria, in writing, will result in failure to qualify. Additionally, failure to provide the requisite information will result in failure to qualify. Firms responding to this advertisement are advised to specifically address each evaluation factor must under a separate heading. The qualifications statements should clearly indicate the office location where the work will be performed, an organizational chart for the proposed contract, and the qualifications of the individuals anticipated to work on the contract and their geographical location. Firms which are short listed may be required to submit additional documentation such as full size drawing samples, shop drawing submittals which were previously reviewed and stamped, and spread-sheet budget estimates. Up to two of the most highly qualified firms will be selected. Contract award will be contingent upon the negotiation of a fair and reasonable price for hourly rates. This is not a Request for Proposal (RFP). Elevator engineering firms that meet the requirements of this solicitation are invited to submit two copies of Standard Form 254, Architectural/Engineer and Related Services questionnaire and two copies of Standard Form 255, Architect/Engineer and Related Services questionnaire for specific projects.
