- The Department of Transportation, Transportation Security Administration (TSA) plans to release an Request for Proposal (RFP) for a contractor or a group of contractors to procure, manufacture, fit, distribute, and manage a uniform system solution for the Passenger and Baggage Screeners required under the Aviation Transportation Security Act (ATSA), Public Law 107-71, as well as the Law Enforcement Officers who will serve with these personnel. Note that any unsolicited proposals submitted for this effort will not be considered and that Offerors wishing to be considered for this requirement must submit proposals and comments in accordance with the resultant proposal. The solicitation will be conducted using full and open competition to ensure the widest possible participation among qualified contractors and will also include the establishment of subcontracting goals to ensure participation from a wide variety of socioeconomically-identified businesses. Due to the urgency of the requirement and its national security implications, the normal posting and proposal submission time frames are being waived. The RFP will be posted on 15 May 2002. Proposals will be due 4 pm on 28 May 2002. The North American Industry Classification System (NAICS) code for this acquisition is 812332. The small business size standard is $12 Million. The solicitation will be available electronically only at the Government?s electronic posting site: http://www.eps.gov, under reference DTSA20-02-R-00442. No mailing or distribution list will be developed. The solicitation will be available in Microsoft Word, with attachments in .xls, .jpeg, .tif, and other formats. The solicitation will have instructions for providing questions and comments to the Contracting Officer for this solicitation and any Amendments. Other comments are not solicited. Requirement: TSA currently requires 60,000 commercial-off-the-shelf (COTS) uniform sets for delivery between approximately 18 July and mid-November 2002. Each uniform set will be comprised of 3 long-sleeve unisex shirts, 3 short-sleeve shirts, 3 pants, and one each: tie, belt, pair of shoes, and a sweater vest. The gender-specific items will be required in a ratio of approximately 60% male and 40% female. The uniforms must be fitted by male and female fitters deployed by the successful vendor at TSA?s contractor-operated Assessment Centers, with a five-day notice for the fitting sessions. Uniform sets shall be delivered to the designated airport or training site within 12 calendar days after the fitting session. TSA?s requirement is for a uniform system solution. The vendor shall provide secure manufacturing, control, and distribution, and management of employee uniform accounts. All patches, badges and uniform items must be procured or produced by the successful Offeror and provided to TSA in accordance with the resultant contract. TSA anticipates a fixed price contract, with options for additional quantities within the same delivery period. The Buy American Act will apply.
