PROPOSED SOURCES SOUGHT SYNOPSIS-AUTO PRESSURE CALIBRATOR AND ANEROID BAROMETER -- The Test Article Preparation Department, Code 5.4 at the Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, Maryland, is seeking eligible small business firms capable of providing an Automatic Pressure Calibrator and an Aneroid Barometer. Based on a review of industry response to this Sources Sought Synopsis, the Government will decide whether it is appropriate to offer the Auto Pressure Calibrator and Barometer as a competitive Small Business Set Aside. This office anticipates an award of a contract for this hardware no later than 30 June 2002. The appropriate NAICS is 334513, size standard 500 employees. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. GENERAL DESCRIPTION OF REQUIREMENT: Automatic Pressure Calibration System The Automatic Pressure Calibration System(APCS)shall be a high accuracy, high-resolution, portable, and fully automatic operating pressure calibration system for the measurement and simultaneous sourcing of pressure for the calibration of field operated pressure guages, pressure switches, pressure transmitters, pressure transducers, and other pressure sensing devices. The range of operation of the APCS shall be from a minimum of 25 in. Mercury (vacuum) to a maximum of 10,000 psig with a basic accuracy of 0.1% of indicated value or better. The APCS shall be direct reading and display directly as a minimum the following units of pressure values: pounds per square inch, inches-of-mercury, millimeters-of-mercury, inches-of-water, feet-of-water, feet-of-sea water, kilopascals, and kilograms-per-square-centimeter. The APCS shall be capable of calibrating pressure, vacuum, absolute, and compound gauges from the laboratory environment to the field environment including, but not limited to, on board ships, submarines, and aircraft and including the calibration of gauges installed in operating systems without requiring the removal of the gauge from the operating system. The APCS shall compensate for local gravity, air density, head pressure, and temperature. The APCS shall have a communication and control computer operable interface bus that meets the minimum requirements of IEEE-488 General Purpose Interface Bus (GPIB). GENERAL DESCRIPTION OF REQUIREMENT: Aneroid Barometer Calibration System (ABCS) The Aneroid Barometer Calibration System (ABCS) shall be a high accuracy, high-resolution, portable, and fully automatic operating Aneroid Barometer Calibration System capable of calibrating at least 3 test items simultaneously. The controller shall be a self contained and portable unit capable of providing vacuums up to 18 inches Mercury (Hg) or pressure to 10 inches Hg. The controller shall also have the capability to discriminate, adjust output, and source a change in pressure less than or equal to 0.001 inches Hg. The Pressure Unit shall be a direct reading transducer indicating as a minimum the following units of pressure and/or vacuum: inches Hg, millibars, psia, and feet of altitude. A specification sheet further describing the Auto Pressure Calibrator and Barometer is available by contacting the Contract Specialist, Bill Jones, at this e-mail address: joneswc2@navair.navy.mil It is requested that interested small businesses submit to the contracting office a brief capabilities statement (no more than 5 pages in length, single-spaced, 12 point font minimum) demonstrating capability to provide the required hardware.
