- NASA/ARC plans to issue a Request for Quotation (RFQ) for 4 Digital Electroencephalographic Recorders and required accessories for use in Level II milestone research on future commercial ultra long-range flight operations. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/ARC intends to purchase the items from TEMEC Instruments BV, Spekhofstratt 2, P.O. Box 3011, NL-6460 HA. Kerkrade, The Netherlands. The systems must allow AC/DC channels for collection of electroencephalographic, electrooculographic, electromyographic, and electrocardiac recordings. The systems must be digital and provide for on-line monitoring of signal quality in ambulatory environment. The units must be able to be worn by operators (airline pilots, astronauts, etc.) in an unobstrusive fashion. Analysis includes power spectral and period amplitude functions. Analysis must also include functions for journal listings and counts of alpha, theta, slow eye movement (SEM) activity, stages 2 , 3, and 4 sleep in non-standard time references between 2 and 4 seconds in duration. The required system will be used for simulator and field research studies to collect physiological measures of alertness and sleep. The Vitaport 3 from TEMEC meets the combined constraints of ambulatory research requirements and certification through NASA JSC. The system is currently flight certified as acceptable space hardware The physiological collection systems comes bundled (including: power spectral, period amplitude, and sleep scoring software) in the basic Vitaport 3 interface software. This sole source is made under the authority of FAR Part 13.106-1(b), for the acquisition of supplies and services determined to be reasonably available from only one source. TEMEC is the only known supplier of the Vitaport 3 Recorder Base that will potentially meet the very challenging requirements and goal of the field research studies. The systems will include Vitaport 3 Recorder Base, VP3 Module 8 Channel Universal w/Multiconnector, Patchpanel 8 channel Small w/Multiconnector, and Vitaport 3 OptiLink Set. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. Pacific Standard Time on 5/24/02. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
