Description
The Defense Information Systems Agency (DISA) intends to enter into sole source negotiations with Information Operations, Inc., a subsidiary of InfoAssure, Inc. for the development of a collaboration security subsystem for the Defense Collaboration Tool Suite (DCTS). The Collaboration Management Office (CMO) resides in the Advanced Information Systems Joint Program Office and is charged with the fielding, sustainment, and life-cycle management of the Defense Collaboration Tool Suite (DCTS). DCTS provides combatant commands, services, and defense agencies, interoperable, real-time and asynchronous collaboration capability including voice and video conferencing, document and application sharing, instant messaging, and whiteboard capability in support of defense planning. The CMO must identify, field and sustain an evolving standard collaboration toolkit that bridges between Department of Defense (DoD) and the Intelligence Community. The system must enhance simultaneous, ad hoc crisis and deliberate continuous operational action planning across operational theaters and other domains that provide operational units and defense organizations with simultaneous access to real-time operational, tactical, and administrative planning information. This requirement addresses the DCTS requirement for security hardening. Specifically, this effort requires Information Operations, Inc. to configure, test and deliver a collaboration security subsystem for the DCTS. The contractor shall provide engineering, technical, support, and management expertise required to develop, deliver and demonstrate the collaboration security system. This shall result in a demonstrated capability that can be operationalized as a component of DCTS. This prototype shall include all hardware, software, and licenses required to support at least 50 users. The contractor shall provide post delivery engineering support. This support shall include, but not be limited to, answering technical questions regarding the design of the Collaboration Security Subsystem, providing troubleshooting support, and providing configuration support. Information Operations, Inc. is the only vendor that has a role based access control and Defense In Depth security solution for an interactive collaboration application environment. This Defense In Depth solution protects objects and files as well as systems and networks. Information Operations, Inc. operationalized this architecture in the USCENTCOM J2 CENTRIX architecture for coalition information dissemination and has unique experience developing the solution through prior work in developing the ODYSSEY virtual private network security architecture for DISA. The architecture demonstrated interoperability with NetMeeting, a key component of DCTS. Information Operations, Inc. is the only provider with a Defense In Depth system currently undergoing National Information Assurance Program (NIAP) certification. This unique product works in a coalition environment, as required for DCTS. This is the only solution that satisfies the DCTS requirement for a secure Virtual Private Network (VPN), Internet Protocol security protection at the desktop/laptop level, with strong object-oriented, role-based confidentiality. The Government intends to acquire this service using FAR Part 12 and 13.5. This solicitation is for notification of intent to award a sole source contract and does not constitute a request for proposal (RFP). This notice of intent is NOT a request for competitive quotes. No award will be made on the basis of any responses to this advertisement. No solicitation will be forthcoming. No telephonic responses will be accepted. No additional synopsis will be issued.
