- Description
- The Centers for Medicare and Medicaid Services (CMS) is seeking sources to conduct comprehensive, integrated testing of changes made to the Medicare claims processing Shared Systems. These systems include the Fiscal Intermediary Standard System (FISS), the Multi-carrier System (MCS), the VMS Durable Medical Equipment Regional Contractor (DMERC) Shared System and the Common Working File (CWF). These are large-scale systems, each of which implements thousands of complex business rules. The systems are implemented with mainframe legacy technology such as COBOL/CICS, IBM 370 Assembly Language, and VSAM. CMS plans to acquire Integrated Testing Support in the calendar year 2002. THIS SOURCES SOUGHT IS DIRECTED TO SMALL BUSINESSESS ONLY WITH PRIORITY GIVEN TO 8(A) AND HUBZONE COMPANIES. Provide sufficient information that demonstrates your ability to do the following: 1. Improve the integration and management of test sites by implementing consistent test management processes, automation processes, reporting processes, and coordinated future-dated testing cycles. Demonstrate ability to provide full implementation support of the above process. 2. Develop and maintain Functional Regression Testsets. 3. Support the execution of the Functional Regression Testset at least two times per quarter at the independent regression test sites to ensure that system releases have not adversely impacted any existing functionality in the system. 4. Support the CMS Provider Test Program, where selected institutional Providers participate in the testing of major Medicare program initiatives. 5. Demonstrate Medicare Business Knowledge and Skills in one or more of the following areas: a. Working knowledge of a Medicare claims processing business analyst that supported the development of utilization edits, the development of consistency edits, the development of payment systems, and resolving suspended claims. b. Defining test case specifications for Medicare Shared Systems testing and reviewing/analyzing test results. c. Supporting the testing of the FISS, MCS, and CWF by entering claims, working and resolving suspended claims, and reviewing key outputs such as Medicare Summary Notices and Remittances. 6. Demonstrate Medicare Technical Knowledge and Skills in one or more of the following areas: a. Working knowledge of FISS, MCS, MVS-DMERC, and CWF system files (such as claims history and beneficiary data files) and transaction files (such as the UB-92, NSF, and the ANSI X12 837 claim files) for the purpose of mapping data to copybooks, translating between formats, manipulating and extracting data, or writing customized utilities to alter/build Medicare test data. b. Working knowledge of a FISS, MCS, VMS-DMERC, or CWF system maintainer in developing Shared System quarterly releases. 7. Demonstrate proficiency in the COTS products that are currently being used to support the CMS testing initiatives. These products include: a. The Dynamic Object Oriented Requirements System (DOORS) b. TestDirector as the primary test management tool. c. WinRunner d. FileAid 8. Also demonstrate knowledge of COBOL to map copybooks to VSAM files, proficiency in JCL to run jobs, and proficiency in mainframe utilities such as TSO/ISPF and INFOMAN.
