Description
Provide A&E services including complete contract drawings, specifications, technical reports, and cost estimates, and services throughout construction for the project to ?Upgrade Emergency Power and Underground Primary? at Alvin C. York Campus, Murfreesboro, TN. Work shall include electrical, civil, structural, plumbing, architectural, landscaping, and industrial hygiene. Design project to upgrade existing 5 KV primary distribution system. The new primary distribution system shall include new circuit breaker type main service switchgear, dual primary feeds, dual source disconnect type switchgear at load terminations, circuit breaker type switchgear for cabling isolation at main feeder taps, selectively coordinated over-current protection, remote metering of primary feeds to each building (including chiller plant), remote monitoring and alarm of water levels in underground feeder manholes, and all other work to effectively upgrade the system (Siemens EMS system). Primary design objectives include system reliability, redundancy, flexibility & selectivity, serviceability, and cost effectiveness. AE shall provide documentation/evaluation of the existing primary. The DD1 submission shall be a feasibility study of viable design including narratives, system one-line diagrams, pros & cons, recommendations, and comparative cost analysis. VA will select a design proposal to be developed in DD2 and CD?s. All respondents shall have a registered electrical engineer with minimum 15 years of related experience as principle designer in industrial power design for major metropolitan medical centers. Estimated construction cost is $1,775,000. A/E interview criteria and short-list criteria may be found at www.va.gov/facmgt/ae/ae_sel.asp. Contractors shall carry professional liability insurance. Interested firms should submit up-to-date SF 254 and SF 255 by the response date.
