In reference to Contractor Requirements: (a) Pick up microfilm cartridges (processed by hand with no shipping to and from ARO) to be converted from ARO, Research Triangle Park, NC on a weekly basis, may the vendor ship the cartridges once pick-up is com pleted at the ARO? Under such a scenario, is it acceptable for the vendor to hand pick-up and deliver the cartridges to and from the ARO, but ship the records while they are being worked by the vendor? A ? No Q. The required PDF is normal image. Please clarify what specific type of PDF file is required. For example, does the ARO require the delivery of PDF Image only, PDF Hidden Text, or PDF Normal files? If a PDF Normal file is required, what accuracy is required for converted text and graphic s? A ? PDF Image. No conversion of text. The only change is file format; it gets converted from an image file to a PDF file. Q. Would you please e-mail me a copy of RFP? A ? What is posted on this notice is the full solicitation. Q. In your synopsis description of the document-containing microfilm cartridges, you indicate that each PDF file will require 3 index points. Is it your intention for the vendor to complete the input of data to each of these index points? A ? The index points are created as an ASCII file with coma delimited format as identified in this solicitation. The EDMS uses the ASCII file to build the indexes in the database. Q. What is the source of this data if the vendor is required to input the data? Is a section equivalent to a single PDF file (under 1000 images)? A - The source is 16mm microfilm. A ? Yes. Q. In the same section, in item (e) you indicate that the PDF files and import set must meet the specifications for import into the existing Electronic Document Management System. Please expand and define the specifications for import required by the refe renced system. A ? Propose your solution and benefits. Q. Is there a page limitation to the electronic proposal or format specification? A ? If over 2000, start new section. Q. Is PDF image-only format an acceptable format for submission? A ? Yes Q. Will you consider relaxing the turn around time and pickup schedule? A ? Unless there is an amendment changing the requirements, the requirements will remain as posted. Be sure to propose a turn around time, if different. Q. The total annual dollar amount of receipts. Q. When will other questions that have been submitted be available? A ? At this time we are processing your technical and administrative questions. Answers to these questions will be openly posted as an amendment to this solicitation as soon as they are made available. Q. Would a UNIX-b ased system that typically generates PDF?s 25-30% smaller than other tools, provide an advantage if proven viable? A ? Put your suggestion into your proposal and show the benefits of the application. Q. What standards will be used to determine if the layout of a page is acceptable? A ? The image visual clarity should be as good as the originating microfilmed images. Q. Does the ARO possess and will it furnish any database information to facilitate the indexing of the converted images? A ? No Q. What metadata does each index point contain regarding the document being converted? A ? As stated before, this is an ASCII comma delimited file which the electronic document imaging system uses to create the import set. Q. Are you going to provide a database extract to aid in the indexing process? A ? All that is required is to convert from the microfilm image to a PDF file image. Q. What type of PDF file do you require (i.e., PDF Normal, PDF Image, or PDF with Text)? A ? PDF Image Q. When a SECTION is mentioned, is there something prior to processing the images that would indicate to which section they belong, or does this require a visual inspection? A ? This information is contained on indexed locator cards, but there will be a need for some visual inspection. The locations identified on the index cards are only approximate. Q. What is the existing Electronic Document Management System (EDMS)? What are the specification for the import file? What type of database is used with the current system? A ? All that is required are the import sets and PDF converted files. Q. Is there a format or template for the requested test samples? A ? No.
